About this opportunity
The Florida Department of Management Services is requesting proposals to establish a statewide term contract for telematic asset tracking services and related equipment under RFP 26-25173107-RFP, with proposals due September 24, 2026 at 10:00 AM Eastern Time. The Department intends to make multiple statewide awards but reserves the right to award to one or multiple respondents by region or to make no award. Only manufacturers are eligible; resellers are prohibited.
The scope encompasses turnkey or SaaS telematics solutions (or a combination) to monitor state-owned and leased motor vehicles and equipment with real-time tracking at ten-foot accuracy or better under open-sky conditions, fuel consumption monitoring, customizable reporting, and integration with the State's Fleet Management Information System (FMIS). Contractors must deliver three-year hardware warranties, 24/7 technical support with severity-level response times, federated single sign-on authentication, API access, and disaster recovery with four-hour Recovery Time Objective and 15-minute Recovery Point Objective. All customer data must reside within the continental United States. Compliance with Florida cybersecurity standards and NIST Cybersecurity Framework 2.0 is mandatory. Performance penalties include $250 per day for late Quarterly Sales Reports, $100 per day for late MyFloridaMarketPlace transaction-fee reports, five percent of monthly recurring charges for each 0.1 percentage-point shortfall below 99.9 percent availability, two percent for Priority 1 incident response failures, and $1,000 per hour (capped at $25,000 per incident) for security incident notifications exceeding the four-hour threshold.
Pricing is scored at 40 of 100 total points; technical proposals are worth 60 points (30 for relevant experience, 30 for proposed solution). A minimum score of 70 points is required for award consideration. A Florida business preference may apply to out-of-state vendors. A non-mandatory pre-proposal conference is August 17, 2026 at 2:00 PM ET. Questions are due August 24, 2026; Q&A posting is anticipated September 15. Evaluation is anticipated October 20 through December 4, 2026, with Notice of Intent to Award expected December 15. Proposals remain firm for 60 days following opening. Mandatory responsive requirements include cost proposals, technical proposals, vendor certification forms, foreign country of concern attestations, forced labor certifications, and principal place of business letters. Out-of-state respondents must obtain counsel opinion regarding applicable state business preferences. Procurement Officer: Nicole Walker, Nicole.Walker@dms.fl.gov, 850-488-7804.
