Collier County Board of County Commissioners Procurement Services Division is soliciting proposals for a cloud-based Enterprise Asset Management (EAM) solution to support 1,100 users across infrastructure portfolios including transportation, water and wastewater, stormwater, parks, transit, facilities, traffic signals, and solid waste, with proposals due October 23, 2026 at 3:00 PM EST. A local proposer preference of 10 points applies to entities holding current business tax receipts in Collier or Lee County.

The scope requires a modern SaaS platform delivering full asset lifecycle management with GIS-linked asset registries, work order management, preventative maintenance workflows, mobile field operations with offline capability, and asset planning and forecasting. Integration with existing systems—ESRI ArcGIS, SAP financial management, 311 citizen requests, utility billing, SCADA, and permitting platforms—is mandatory. The proposed solution must comply with detailed Technical Architectural, Compatibility and Supportability (TACS) requirements including Windows 11/Windows Server 2025, TLS 1.2 or higher, Microsoft SQL Server 2022 or newer, Cisco enterprise infrastructure compatibility, Veritas NetBackup, and compliance with HIPAA, PCI DSS, and Florida Information Protection Act standards. Proposers must demonstrate a minimum of five years' verifiable experience implementing EAM systems for governmental or public-sector agencies with demonstrated success in GIS integration, asset hierarchy design, condition and criticality modeling, and large-scale data migration. References must include three to ten comparable governmental or public-sector EAM implementations completed within North America.

The County intends to award a single contract with an initial five-year term plus three one-year renewal options. Prices must remain firm for the initial contract period. Cost proposals must itemize software acquisition, implementation, integrations, data migration, testing, training, project management, ongoing support, subscription or licensing fees, warranty coverage, and optional modules, with projected calendar days and hours by role and task category.

Evaluation criteria total 100 points: certified minority and women business enterprise status (5 points), implementation approach and ongoing support (25 points), functional and technical fit (20 points), integration capability (15 points), experience and past performance on comparable public-sector implementations (15 points), cost (10 points), and local proposer preference (10 points).

A pre-proposal conference is scheduled for September 30, 2026 at 1:00 PM EST in Naples, with virtual attendance available. Proposers must be E-Verify enrolled and carry Commercial General Liability of $1,000,000 per occurrence/$2,000,000 aggregate, Cyber Liability and Technology Errors & Omissions of $1,000,000 each, and Professional Liability as specified. A Bid Bond of 5% of the cost proposal and Performance and Payment Bonds equal to 100% of the contract award amount are required. The proposed solution must maintain 99.5% system uptime excluding scheduled maintenance with defined response and resolution times based on issue severity. A 12-month warranty period following final acceptance is required.
