About this file
This is a Cost Proposal template (Attachment C) for RFP 26-25173107-RFP issued by the Florida Department of Management Services to establish a statewide term contract for Telematic Asset Tracking Services and Related Equipment. The RFP seeks proposals for turnkey or Software-as-a-Service telematics solutions to monitor state-owned and leased motor vehicles and equipment with real-time tracking capabilities at ten-foot accuracy or better, fuel consumption monitoring, customizable reporting, and integration with the State's Fleet Management Information System (FMIS). The Department intends to make multiple statewide awards but reserves the right to award to one or multiple respondents by region or to make no award. Proposals are due September 24, 2026 at 10:00 AM Eastern Time. A non-mandatory pre-proposal conference was held August 17, 2026 at 2:00 PM ET, with questions due by August 24, 2026. Evaluation is anticipated to occur October 20 through December 4, 2026, with a Notice of Intent to Award expected December 15, 2026. Proposals must remain firm for 60 days following opening.
Respondents must submit not-to-exceed pricing for both the Initial Term and Renewal Term in Excel format, with pricing expressed in dollar amounts without fractions of cents. Cost proposals must identify all services, equipment, and cost components comprising the Total Cost of Proposed Solution Per Asset Per Month, including software platform, per-asset costs, hardware, integration, data enablement, installation, delivery, training, and support. Only manufacturers are eligible; resellers are prohibited. Additional requirements include three-year hardware warranties, 24/7 technical support with severity-level response times, federated single sign-on authentication, API access, disaster recovery with four-hour Recovery Time Objective and 15-minute Recovery Point Objective, and all customer data must reside within the continental United States. Pricing is weighted at 40 of 100 total evaluation points, with technical proposals worth 60 points. A minimum score of 70 points is required for award consideration. Respondents must comply with Florida cybersecurity standards and NIST Cybersecurity Framework 2.0, and performance penalties apply for late reporting, availability shortfalls, incident response failures, and security breaches.
