Respondents must submit detailed responses to two evaluation prompts: Prompt 1 requires a maximum of 20,000 characters describing the vendor's experience delivering telematic asset tracking services and related equipment, while Prompt 2 requires a maximum of 32,500 characters detailing the proposed solution, including the general approach, organizational staffing, statewide delivery model, technical and operational capabilities, and a list of OEM partners if applicable. The Department intends to make multiple statewide awards but reserves the right to award to one or multiple respondents by region or make no award. Proposals are due September 24, 2026, at 10:00 AM Eastern Time, with evaluation anticipated between October 20 and December 4, 2026, and a Notice of Intent to Award expected December 15, 2026. The contract term is not specified in this template document.
Technical proposals are valued at 60 of 100 total evaluation points, with 30 points allocated to relevant experience (Prompt 1) and 30 points allocated to the proposed solution (Prompt 2), while pricing is scored at 40 points. A minimum score of 70 points is required for award consideration. Only manufacturers are eligible; resellers are prohibited. Respondents must adhere strictly to the provided template, character count limits, and formatting requirements, as altering restrictions or providing additional files, links, or resumes outside the designated response blocks may result in non-responsiveness. Definitions contained in Attachment A, Scope of Work, are incorporated by reference and define the required services and equipment specifications.
