About this opportunity
The Florida Department of Education, Bureau of Contracts, Grants and Procurement Management Services is seeking proposals via Invitation to Negotiate (ITN 2026-046) to establish and operate Alyssa's Alert, a statewide mobile panic alert system for all Florida public school districts and charter schools, with technical replies due October 27, 2026 at 2:00 PM ET.
The system must connect diverse emergency service technologies, provide real-time coordination among multiple first responder agencies, and integrate with local public safety answering point infrastructure to transmit 911 calls and mobile activations. The Department has allocated $6.4 million in recurring state funds to implement the system across all Florida public schools pursuant to Senate Bill 70 and Section 1006.07(4), Florida Statutes. The contract term is three years with renewal options for up to three additional one-year periods, with anticipated commencement May 1, 2027.
Respondents must demonstrate financial capability, comply with Florida authorization and licensing requirements, provide Drug-Free Workplace certification and a Disclosure Statement, and must not sub-contract without prior written Department approval. The contractor must deliver 24/7 Level One technical support, maintain 99.999% uptime reliability, and resolve system bug fixes within five business days. Quarterly meetings with the Department are required.
Evaluation allocates 70 points to technical merit (Executive Summary, Qualifications and Experience, Technical Plan, and Management Plan) and 30 points to price; awards go to the responsible and responsive vendor providing best value. Technical questions are due October 6, 2026 at 4:00 PM ET, with replies due October 27. Oral presentations will occur during the evaluation period of November 2–6, 2026, with technical replies opened October 27 at 2:30 PM ET. Pricing must be submitted in a separate sealed package with line items for each year of the initial term and renewal years. No pre-solicitation conference or site inspection will be held. No performance bond is required.
