This is a Revised Attachment A Scope of Work document for the Florida Department of Management Services establishing requirements for a statewide term contract to provide telematic asset tracking services and related equipment under RFP No. 26-25173107-RFP. The Department seeks to procure comprehensive telematics solutions—delivered as either Turnkey Telematics Solutions, Software as a Service (SaaS) platforms, or a combination thereof—to monitor state-owned and leased motor vehicles and equipment across Florida. The services must include real-time automated tracking, location monitoring, fuel consumption tracking, vehicle usage reporting, and maintenance alerts with horizontal location accuracy of 10-15 feet or better for at least 95% of readings under open-sky conditions. Proposals are due September 24, 2026 at 10:00 AM Eastern Time. The Department intends to make multiple statewide awards but reserves the right to award to one or multiple respondents by region or to make no award. A non-mandatory pre-proposal conference was held August 17, 2026 at 2:00 PM ET, with questions due August 24, 2026. Evaluation is anticipated October 20 through December 4, 2026, with a Notice of Intent to Award expected December 15, 2026. The contract term and renewal periods will be established through the resulting term contract, with pricing submitted by the Contractor in Attachment C.

Contractors must be manufacturers only; resellers are prohibited from submission. The total monthly cost per asset must include all services, fees, related equipment, and costs necessary to provide the proposed solution and shall be compliant with all federal, state, and local labor laws. The Contractor's solution must provide three-year hardware warranties, 24/7 technical support with defined severity-level response times (Priority 1 critical incidents requiring response within 30 minutes, Priority 2 high-impact within 2 hours, Priority 3 normal within 1 business day), hosted solution and API availability of at least 99.9% monthly availability, disaster recovery with a Recovery Time Objective of 4 hours and Recovery Point Objective of 1 hour 15 minutes, and federated single sign-on authentication. All customer data must be stored and processed within the continental United States. The Contractor must comply with Florida Statutes section 282.318, Florida Administrative Code Chapters 60GG-2 and 60GG-4, and the National Institute of Standards and Technology Cybersecurity Framework 2.0. Financial consequences for non-performance include $250 per day for late Quarterly Sales Reports, $100 per day for late MyFloridaMarketPlace transaction-fee reports, five percent of monthly recurring charges for each 0.1 percentage-point shortfall below the 99.9% availability standard (capped at 25% monthly), two percent of monthly recurring charges for Priority 1 incident response failures (capped at 20% monthly), and $1,000 per hour (capped at $25,000 per incident) for security incident notifications exceeding the four-hour notification threshold.

3.10 Punchout Catalog and Electronic Invoicing

The Contractor is encouraged to provide an MFMP punchout catalog.

The punchout catalog provides an alternative mechanism for suppliers to offer the State access to Products awarded under the Term Contract. The punchout catalog also allows for direct communication between the MFMP eProcurement System and a supplier’s Enterprise Resource Planning (ERP) system, which can reflect real-time Product inventory/availability information.

The punchout catalog enables Florida buyers to “punch out” to a supplier’s website. Using the search tools on the supplier’s Florida punchout catalog site, the user selects the desired Products.

When complete, the user exits the supplier’s punchout catalog site and the shopping cart (full of Products) is “brought back” to MFMP. No orders are sent to a supplier when the user exits the supplier’s punchout catalog site. Instead, the chosen Products are “brought back” to MFMP as line items in a purchase order.
