About this file
This document is Revised Attachment D of the Technical Proposal Instructions and Evaluation Criteria for the Florida Department of Management Services' Telematic Asset Tracking Services and Related Equipment RFP No. 26-25173107-RFP. The Department is establishing a statewide term contract for telematic asset tracking services and related equipment, with proposals due September 24, 2026 at 10:00 AM Eastern Time. A non-mandatory pre-proposal conference was held August 17, 2026 at 2:00 PM ET, and questions were due August 24, 2026 with Q&A posting anticipated September 15. The scope requires respondents to demonstrate experience and capabilities in providing turnkey or SaaS telematics solutions to monitor state-owned and leased motor vehicles with real-time tracking, fuel consumption monitoring, customizable reporting, and integration with the State's Fleet Management Information System. The Department intends to make multiple statewide awards but reserves the right to award to one or multiple respondents by region or make no award. Evaluation is anticipated October 20 through December 4, 2026, with Notice of Intent to Award expected December 15, 2026. Proposals must remain firm for 60 days following opening.
Technical proposals are evaluated on a 60-point scale, with 30 points allocated for relevant experience in providing telematic asset tracking services and 30 points for the proposed solution's ability to deliver services statewide with diverse knowledge and skillsets. Respondents must submit their technical proposal using Attachment M converted to PDF format, not exceeding 20,000 characters (approximately 11 to 12 pages) for the proposed solution section and 10,000 characters (approximately 7 to 8 pages) for experience description. The experience section is scored on a scale where 0 points indicates no demonstrated quality or relevance, 10 points reflects minimal ability, 20 points demonstrates good ability, and 30 points indicates extensive quality, depth, and relevance. The proposed solution section uses the same point structure but evaluates the respondent's ability to provide services statewide and offer diverse knowledge and skillsets, with 30 points indicating exceptional ability to perform required services. No hyperlinks, cover pages, cover letters, tables of contents, or additional files outside the character limits are permitted and will not be evaluated.
