About this opportunity
The Florida Department of Management Services is requesting proposals for MyFloridaNet-3 (MFN-3), a statewide telecommunications network contract covering wide-area network, metropolitan-area network, internet access, and security services for state agencies and eligible public entities including school districts and universities, with proposals due December 7, 2026 at 10:00 AM ET and questions due September 18, 2026.
MFN-3 will be awarded as a single contract to one respondent or no award. The solicitation seeks a comprehensive enterprise telecommunications solution delivered through a dedicated Services Provider, with performance and security operations centers staffed 24/7/365 and mandatory staffing including Account Manager, Project Manager, Business Operations Manager, Senior Engineering and Design Manager, and Operations and Security Managers. Respondents must demonstrate at least five years of experience providing MPLS network services across a minimum of 1,000 sites. The scope encompasses core infrastructure, WAN and MAN access, customer premises equipment, centralized VPN, SD-WAN, SASE, cloud transport, DDoS mitigation, and managed security services. No upfront infrastructure costs or surcharges are permitted; all technical refresh is the contractor's responsibility at no additional cost.
The estimated annual enterprise expenditure is approximately $60 million (informational only, not a guarantee or minimum spend). The initial contract term is seven years, renewable for up to an additional seven years at mutual agreement. Place of performance spans multiple service delivery models across Florida's 67 counties with approximately 1,000+ network sites. The incumbent is L3Harris Technologies under MFN-2, which began in 2016.
Evaluation is weighted 60% technical (qualifications, staffing, technical solution) and 40% pricing (E-rate-eligible costs), totaling 6,885 points with migration planning heavily weighted at 750 points. Service level agreements establish performance targets including 99.99% internet availability, 40-millisecond WAN latency, and security incident identification within two hours, with financial consequences ranging from $5,000 to $20,000 daily for non-performance. Respondents must submit audited financial statements for the last three years and obtain a letter of credit dated on or after June 1, 2025 documenting ability to obtain a $60 million performance bond. Evaluation is anticipated January 4–February 12, 2027; negotiation March 1–June 25, 2027; Notice of Intent to Award July 6, 2027; and contract execution October 1, 2027. Responses must be submitted through MyFloridaMarketPlace.
