About this opportunity

The Florida Department of Commerce is soliciting proposals under RFP 27-RFP-004-KP for an economic impact analysis of Florida's military and defense industry, with proposals due October 29, 2026 at 2:30 PM Eastern and opening at 3:00 PM. Commerce issues the solicitation on behalf of the Florida Defense Support Commission, and the Office of Military and Defense serves as contract manager. Addendum 1, issued October 22, 2026, posted question-and-answer responses, and the October 14 technical question deadline has passed.

The work comprises three deliverables: a current issues assessment, an emerging issues assessment, and a comprehensive summary report. The RFP also requires a Stakeholder Engagement Report. The contractor must identify and engage stakeholders beyond the lists Commerce provides, including military installations and commands, National Guard and Reserve components, defense and aerospace industries, and veterans-serving organizations. The final report is Commerce-branded and made available to the Secretary of Commerce and the Adjutant General of Florida's National Guard. Commerce provides up to two revision cycles per deliverable within ten business days, with review time excluded from contractor deadlines. Materials are public records unless a statutory exemption applies. Internal use of AI-assisted tools is permitted if no confidential state information goes to unvetted systems.

The contract is a one-time engagement with no renewals, running from November 2026 through a tentative January 2027 end date. Each deliverable is due within 45 business days of execution. Pricing must be firm and fixed, and labor categories, hourly rates, hours, and cost breakdowns are prohibited in submissions. The anticipated value exceeds $35,000. No on-site presence in Tallahassee is required, and travel to stakeholder locations is not restricted. Addendum 1 states Commerce intends to award a single contract, though the original RFP reserved the right to award multiple.

Evaluation totals 250 points: technical response (180 points, covering project understanding, qualifications, approach and methodology, and proposed solution), past performance references (20 points), and cost (50 points). Proposals require one signed sealed technical original with three paper copies, one USB electronic copy, and one redacted electronic version, plus a separately sealed cost original with two paper copies. Proposals remain valid for 180 days. Commerce intends to post notice of intent to award on November 18, 2026, with execution contingent on annual legislative appropriation. The awardee must register in MyFloridaMarketPlace VIP before execution and certify E-Verify, drug-free workplace, debarment, scrutinized companies, and forced labor compliance.
