About this opportunity
The City of St. Cloud, Florida, issued an Invitation to Bid (ITB) for supplemental mowing, landscaping, and litter pick-up services to be performed across 19 designated municipal locations including Kings Crest Ponds, Pine Lake Estates medians, rights-of-way, and city-maintained properties. The procurement seeks one qualified contractor to provide comprehensive landscape maintenance services on a fixed per-cycle cost basis, encompassing mowing, trimming, weed removal, edging, litter removal, blowing, and cleanup operations. The contractor must furnish all supervision, labor, equipment, tools, and materials necessary to perform the work, including plant removal and installation, with all landfill fees and debris disposal costs incorporated into the fixed unit price. Services are weighted across multiple components—mowing (35 percent), weed removal (15 percent), trimming (10 percent), edging (10 percent), blowing (10 percent), litter removal (10 percent), and tree maintenance (10 percent)—to facilitate partial payment for incomplete service cycles. The estimated project cost is $40,000, with services anticipated to require approximately 15 mowing cycles per location annually, adjusted seasonally and for special events. Key deadlines included a non-mandatory pre-bid conference on February 10, 2026, at 10:00 a.m., a question submission deadline of February 17, 2026, at 5:00 p.m., and a proposal submission deadline of March 5, 2026, at 10:00 a.m., via the City's electronic procurement portal with bid opening conducted virtually via Zoom on the same date. Bidders must demonstrate a minimum of three years' experience providing similar services to public sector entities, maintain current Florida business licensure, possess all necessary certifications, and submit a bid bond equal to 5 percent of the bid price. The contract requires contractors to maintain general liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate, comply with E-Verify employment verification requirements, operate a drug-free workplace program, and adhere to federal requirements under 2 CFR Part 200.
The procurement contains no explicit set-aside designations or restrictions for disadvantaged enterprises, indicating open competition among all qualified bidders. No incumbent vendor or current contractor is identified in the solicitation documents, and contractors must coordinate with the designated Area Inspector to establish mowing schedules and work protocols during a mandatory pre-performance meeting following contract award. All grass turf must be maintained between three and five inches in height using regularly sharpened blades, with litter removal completed before and after each mowing cycle, and all clippings removed from paved surfaces and adjacent properties. The City of St. Cloud reserves the right to add or delete service areas and adjust mowing schedules based on seasonal conditions and special events, with liquidated damages of $250 per day assessed for failure to maintain the mowing schedule and specifications. The contract term has not been explicitly specified in the ITB, though references to cyclical seasonal adjustments and potential expansion suggest a multi-year engagement with annual or periodic renewal opportunities upon mutual agreement. The selected contractor must execute all required contract documents within ten business days of award and maintain an available mowing supervisor or alternate during normal business hours to coordinate with City personnel regarding work schedules and service quality oversight.
