About this file
This is an Exhibit B Scope of Work document for the City of St. Cloud, Florida's as-needed mowing and landscaping services solicitation. The City intends to engage one contractor to provide comprehensive landscape maintenance services including mowing, trimming, weed removal, edging, litter removal, and associated blowing and cleanup services on a fixed per-cycle cost basis. The project encompasses foreclosures assigned by the city, Partin Triangle Park, city-maintained properties, and city-maintained ponds. Services are structured around mowing cycles, with the actual number of cycles and payment adjusted seasonally and for special events as agreed between the contractor and the Area Inspector during pre-performance meetings. The contractor is responsible for all supervision, labor, equipment, tools, and materials necessary to perform comprehensive landscape maintenance, including plant removal and installation, landfill fees, and debris disposal.
The contract employs a weighted service valuation system to facilitate service acceptance and allow for partial payment based on completed services: mowing (25%), weed removal (15%), trimming around obstacles (5%), edging (10%), blowing (10%), landscape maintenance (15%), litter removal (10%), and tree maintenance/pruning (10%). All turf must be maintained between three and five inches in height using regularly sharpened blades. Trimming, edging, and weed removal operations must occur concurrently with mowing, with special attention to tree protection and ground cover aesthetic maintenance. Chemical treatments require advance Area Inspector approval and current Material Safety Data Sheets submission to the City's Risk Management Advisor, with public notification through approved signage. All litter and debris removal, including complete cleanup of turf clippings from paved surfaces and adjacent properties, must be completed prior to contractor departure from each work site, with costs incorporated into the fixed contract price.
