About this file

Summary

This is an Invitation to Bid (ITB) issued by the City of St. Cloud, Florida, for supplemental mowing, landscaping, and litter pick-up services. The City seeks to engage one contractor to provide comprehensive grounds maintenance including mowing, trimming, weed removal, edging, litter removal, and associated blowing and clean-up services across multiple designated areas throughout the municipality. The bid is structured on a fixed per-cycle cost basis, with the contractor responsible for all supervision, labor, equipment, tools, materials, and debris disposal expenses. Services are required at 19 primary locations including the Kings Crest Ponds areas, Pine Lake Estates medians, and various rights-of-way and municipal properties, with an estimated 15 mowing cycles per location annually. The Non-Mandatory Pre-Bid Conference is scheduled for February 10, 2026, at 10:00 a.m. at City Hall. The question submission deadline is February 17, 2026, at 5:00 p.m., and the proposal submission deadline is March 5, 2026, at 10:00 a.m., via electronic submission through the City's procurement portal. Bid opening will occur on March 5, 2026, at 10:00 a.m. via virtual Zoom meeting. The contract term is not explicitly specified in the document, though the mowing schedule and seasonal adjustments suggest an annual or multi-year engagement with potential expansion to additional locations as determined by the City.

The estimated project cost is $40,000, and the City has assigned weighted values to service components: mowing (35%), weed removal (15%), trimming (10%), edging (10%), blowing (10%), litter removal (10%), and tree maintenance/pruning (10%). Contractors must meet minimum qualifications including three years of experience providing services to public sector entities, Florida business licensure, and all necessary certifications. A bid bond equal to 5% of the bid price is required, and liquidated damages of $250 per day are assessed for failure to maintain the mowing schedule and contract specifications. The City reserves the right to add or delete service areas and expand mowing cycles as needed. All bids become public record upon opening or 30 days thereafter. Successful bidders must provide proof of insurance meeting City requirements within 10 calendar days of award notification, comply with E-Verify employment verification, maintain a drug-free workplace program, and adhere to all federal requirements per 2 CFR Part 200, Federal Equal Employment Opportunity standards, and various other compliance mandates including the Davis-Bacon Act, Clean Air Act, and anti-lobbying provisions.
