About this opportunity

Beaufort County is requesting bids for resurfacing and traffic calming improvements on Sunset Boulevard (0.346 miles) and Miller Drive West (0.322 miles) on Lady's Island under IFB #082626, with bids due August 26, 2026 at 3:00 p.m. EST and a non-mandatory pre-bid conference on August 6, 2026 at 2:00 p.m. via Microsoft Teams. Successful bidders must be SCDOT pre-qualified — a mandatory capability filter.

The scope includes milling and asphalt resurfacing of both roads; realignment and construction of a raised intersection at Sunset Boulevard and Miller Drive West; pavement markings in both paint and thermoplastic; traffic calming items consisting of parabolic speed humps and replacement of speed limit signs on three road segments (Sunset Boulevard, Miller Drive West, and Wallace Road); grading, full-depth patching, sidewalk installation, and erosion control. The bid schedule contains 46 line items spanning mobilization, bonds and insurance, excavation, asphalt paving materials and labor, traffic control, signage, and site restoration. All work occurs within SCDOT right-of-way and must comply with SCDOT 2025 Standard Specifications for Highway Construction and 2009 SCDOT Standard Drawings. Asphalt adjustment indexing uses the SCDOT Index.

Contract time is 90 calendar days from Notice to Proceed, with punch list work due within 30 days. Bids must be accompanied by a 5% bid bond; performance and payment bonds of 100% are required upon award. Liquidated damages are assessed at $800 per day for failure to reopen the intersection after seven days.

Contractors not self-performing 100% must demonstrate good faith efforts to solicit small and minority business enterprises (S/MBEs) with pre-award and post-award documentation and monthly compliance reporting. The contractor is responsible for all traffic control, utility coordination through SC811, third-party SCDOT-certified Level 1 inspections, and as-built drawings within 30 days of final inspection. Beaufort County reserves the right to require nighttime work on US-21 and SC-802 at no additional cost.
