About this file
This is a Special Provisions and Appendices document for Beaufort County's Sunset Boulevard (S-186) and Miller Drive West (S-187) resurfacing and traffic calming project in South Carolina. The project encompasses milling and resurfacing of two roads on Lady's Island: 0.346 mile of Sunset Boulevard from US-21 Business through the intersection with Miller Drive West, and 0.322 mile of Miller Drive West from Sunset Boulevard to Sams Point Road. The scope includes realignment of the intersection at Sunset Boulevard and Miller Drive West with construction of a raised intersection, as well as traffic calming measures including speed humps and replacement of speed limit signs on Sunset Boulevard, Miller Drive West, and Wallace Road. The entire project is located within SCDOT's right of way. The work shall be performed according to the South Carolina Department of Transportation 2025 Standard Specifications for Highway Construction, the 2009 SCDOT Standard Drawings, the 2004 SCDOT Construction Manual, applicable Supplemental Specifications, and the special provisions outlined in this document, with references to SCDOT and the Department interpreted as references to Beaufort County.
The document establishes technical standards and references for construction execution, including current standard drawings with updates effective at the time of letting, standard drawing errata corrections, construction stake and grade requirements, and specifications for division 100 standards. Key provisions address utility relocation coordination, fair labor standards compliance, environmental permits, immigration compliance certification, temporary work suspension procedures, paving operations, limb trimming, asphalt binder adjustments, traffic control devices with retroreflectivity evaluation, and sign post panel specifications. The document references two appendices: an approved SCDOT encroachment permit and an SCDES coverage exemption certification letter. No specific pricing, bid amounts, award dates, contract term, or response deadlines are provided within this special provisions document.
