About this file

This is Addendum #1 to a Request for Statement of Qualifications (RFSQ-BHS-FY23-0108) issued by the County of Santa Clara Health System Behavioral Health Services Department (BHSD) on October 28, 2022, for residential Withdrawal Management (WM) services. The County seeks qualified firms to provide ASAM Level 3.2 residential withdrawal management services to adult residents age 18 and above who do not require medication but need residential services with an average length of stay of 5-7 days. The addendum fundamentally revises the RFSQ by establishing a rolling submission process in which offerors may submit responses at any time throughout the duration of the RFSQ, with the County scheduling evaluations for each response received. The County indicated it planned to conduct initial evaluations in mid-November 2022 or sooner. A pre-proposal conference for first-round responses was scheduled for October 31, 2022, and procedural questions for initial responses were due by November 4, 2022. The County will issue Notice of Qualification or Non-Qualification within 30 days of receiving each response, with a protest deadline of five business days thereafter. Contract negotiations will commence immediately upon qualification, and the estimated start date is upon execution by the Procurement Department or the Board of Supervisors.

The addendum also removes all references to youth services for ages 13-17, limiting the scope exclusively to adults age 18 and above, and adds new appendices for Budget Narrative and Phased Budget submissions. Funding sources include BHSD existing contracts totaling $2,179,966 from AB109, County General Fund (CGF), and Realignment funding; a Board Referral (#110459) providing $1,500,000 from CGF; and Medi-Cal reimbursement through a Drug Medi-Cal (DMC) licensed facility, with the amount to be determined based on billable service types and hours. The revised Scope of Work removes all TAY/adolescent population references and related certification requirements. All other specifications, terms, and conditions of the original RFSQ remain unchanged.
