About this file
This is an evaluation criteria appendix for a Statement of Qualifications issued by the County of Santa Clara Health System Behavioral Health Services Department seeking qualified organizations to provide residential Withdrawal Management (WM) services consistent with ASAM Level 3.2 standards for Drug Medi-Cal beneficiaries. The solicitation targets experienced firms capable of delivering withdrawal management services to both youth (ages 13-17) and adults (ages 18+), with specialized capacity for LGBTQ+ individuals, co-occurring conditions, and justice-involved populations. Offerors must demonstrate Drug Medi-Cal certification through DHCS, active facility ownership or leases in Santa Clara County, and the ability to deliver services seven days a week including evening hours and 24/7 structured monitoring with medical referral capabilities. The evaluation process assesses organizational structure and experience (65 points), proposed program description (15 points), historical performance analysis (5 points), electronic health record capacity (5 points), financial solvency (5 points), and local preference (5 points).
Detailed qualification requirements include specific bed capacity allocations by gender and LGBTQ+ designation, comprehensive staffing plans demonstrating personnel retention strategies, clinical supervision protocols, and multilingual and culturally diverse workforce recruitment practices. Offerors must document evaluation and outcome data collection methodologies, evidence-based practices including trauma-informed approaches, pandemic and emergency disaster response plans, and collaborative partnerships with county departments, housing organizations, and criminal justice system partners. The evaluation criteria emphasize organizational commitment to equity, diversity, and inclusion through leadership models, bias mitigation tools, and culturally responsive service delivery aligned with county threshold language requirements and CalAIM behavioral health standards.
