About this file

This is Addendum #3 to a Request for Statement of Qualifications (RFSQ-BHS-FY23-0108) issued by the County of Santa Clara, California, Behavioral Health Services Department on November 3, 2022. The County seeks qualified providers to deliver residential Withdrawal Management services consistent with American Society of Addiction Medicine (ASAM) Level 3.2 standards for adult County residents (age 18 and above) with an anticipated length of stay of 5-7 days. The addendum confirms that the pre-proposal conference was held on October 31, 2022 from 9:30 a.m. to 11:00 a.m., with no subsequent pre-proposal conferences scheduled. The RFSQ is anticipated to remain open for a five-year term at the County's discretion, allowing for multiple rounds of evaluation on a rolling basis. The County encourages offerors to submit responses as soon as possible, with the first round of evaluations anticipated to occur in November/December 2022. The addendum revises the RFSQ timeline and includes clarifications regarding narrative page limits, appendix formatting, and budget documentation.

The County has allocated $1.5 million in County General Funds for the initial phase to support approximately 15 residential withdrawal management beds. Funding availability may be expanded in the future at the County's discretion, with any changes to be communicated through future addendums. The RFSQ structure allows for the identification of providers in the initial round, while remaining open for subsequent offeror submissions that will be evaluated on a rolling basis. The County emphasizes that all offerors must review all addendums, Periscope portal questions, and clarifications regarding supporting documents, which have no page limits, and that Appendix B is not counted toward the five-page narrative requirement.

D. Q&A from October 31, 2022 RFSQ Pre-Proposal Conference

1. Q: Will there be a recap or a recording for those who missed the start of this conference?

A: The official RFSQ Pre-proposal Conference meeting start time occurred at 9:30 am and included a five-minute wait to allow potential Offerors to join.

The meeting included a review of the RFSQ packet and response to questions. In accordance with the RFSQ guidelines (page 11 of 25) Section II.C.2: No audio, video, or written transcript record of the proceedings of this pre-proposal conference will be available after its conclusion. Questions received during the RFSQ Pre-proposal Conference and official County written responses are provided on this Addendum #3.

2. Q: Will the Pre-Proposal conference that was previously/erroneously scheduled on the invites for Friday, November 4, 2022 at 2:00 pm still occur?

A: A revised RFSQ Pre-proposal Conference link was updated and uploaded in Periscope under Addendum #2 on October 31, 2022. The November 4, 2022 RFSQ Pre-Proposal Conference at 2:00 pm will not occur and was an error.

3. Q: Will a recording be shared for those who may not have received the notice in time to join and may have thought the meeting moved to November 4, 2022?

A: A revised RFSQ Pre-proposal Conference link was updated and uploaded in Periscope under Addendum #2 on October 31, 2022. The November 4, 2022 RFSQ Pre-Proposal Conference at 2:00 pm will not occur and was an error. In accordance with RFSQ guidelines (page 11 of 25) Section II.C.2: No audio, video, or written transcript record of the proceedings of this pre-proposal conference will be available after its conclusion. Questions received during the RFSQ Pre-proposal Conference and official County written responses are provided on this Addendum #3.

4. Q: For the initial round of RFSQ evaluations, if a provider is identified, what will happen to others interested in providing services and wish to provide a subsequent response? Will the RFSQ be closed for additional Offerors to submit offers?

A: The RFSQ is anticipated to be “open” to receive proposals after the initial round.

Subsequent RFSQ responses will still be assessed at a later time as the RFSQ is anticipated to be open for a 5-year term (at the County’s discretion).

5. Q: Will funding availability be at $1.5M for 15 beds? And, if providers are already identified for the $1.5M, will the County have additional funding available in the future?

A: Currently, the Behavioral Health Services Department has $1.5M in County General Funds dedicated for these services. The RFSQ allows flexibility to increase funding in the future and is at the discretion of the County depending on funding availability. The RFSQ packet would be revised in the future via an Addendum should there be changes.

General reminders for Offerors:

1. Review all addendums. Additional clarification and document revisions have been captured and future changes would be captured in Addendums.

2. Review all answers on the Periscope portal questions, which includes clarifications including, but not limited to:

a. Miscellaneous supporting documents have no page limits.

b. Appendix B is not counted as part of the five (5) page narrative.

3. Given that submission review timelines for evaluation of proposals have been modified from dedicated dates to a rolling basis (as proposals are submitted), BHSD highly encourages that Offerors submit responses as soon as possible to qualify and begin contract negotiations. BHSD anticipates the first round of evaluations for this RFSQ to occur in November/December 2022.
