About this file

This is a contracting principles attachment from the County of Santa Clara Health System Behavioral Health Services Department related to a residential Withdrawal Management services solicitation in California. The document outlines mandatory compliance requirements for all entities contracting with the County to provide services valued at $100,000 or more per budget unit per fiscal year. Contractors must adhere to all applicable federal, state, and local rules, regulations, and laws; maintain comprehensive financial records available for County review; provide copies of any financial audits completed during the contract term; and grant the County reasonable access to facilities, financial records, and employee records related to the contract purpose, except where prohibited by applicable law.

The attachment establishes fiscal responsibility and fair employee treatment as foundational contracting principles. These requirements apply uniformly to all qualifying contractors and serve as conditions precedent to contract execution. The document does not address pricing terms, funding amounts, or service-specific deliverables, as it functions solely as a compliance framework applicable across the County's contracting operations.

Contracting Principles

All entities that contract with the County to provide services where the contract value is $100,000 or more per budget unit per fiscal year and/or as otherwise directed by the Board, must be fiscally responsible entities and must treat their employees fairly. To ensure compliance with these contracting principles, all contractors must: (1) comply with all applicable federal, state and local rules, regulations and laws; (2) maintain financial records, and make those records available upon request; (3) provide to the County copies of any financial audits that have been completed during the term of the contract; (4) upon the County’s request, provide the County reasonable access, through representatives of the Contractor, to facilities, financial and employee records that are related to the purpose of the contract, except where prohibited by federal or state laws, regulations or rules.
