About this opportunity

The Gwinnett County Board of Commissioners is soliciting competitive sealed proposals for a re-entry management system for the Gwinnett County Sheriff's Office under RP024-26, with proposals due September 18, 2026 at 2:50 p.m. The solution must be SaaS-based, cloud-hosted, and address integration with the county's Smart Cop Jail Management System and Securus Technologies communications platform.

Vendors currently on the Gwinnett County ineligible source list are barred from submitting. Successful providers must maintain insurance with an A.M. Best rating of A-7 or higher and comply with Gwinnett County Department of Information Technology Services security requirements (Attachment A). Critical compliance mandates include SOC 2 Type 2 certification, HIPAA compliance, CJIS compliance, Section 508 accessibility, Georgia Open Records Act compliance, and FedRamp High or StateRamp certification. The solution must support encrypted data in transit, at rest, and during backup and retrieval; Multi-Factor Authentication; 24-hour breach notification; Active Directory integration; continuous audit logging; and mobile-friendly access for participants up to three years post-release.

Functional scope includes standardized intake processes; tailored case management capturing demographic, legal, behavioral health, educational, and employment information; secure communication and information sharing; dynamic reporting and analytics; and comprehensive audit trails and document management. The system must support the Gwinnett Re-Entry Intervention Program (GRIP) and serve three baseline administrators in Year 1.

The contract term is five years with one-time implementation costs in Year 1 and recurring annual costs in Years 2–5. Pricing must be firm fixed with all costs—transportation, installation, training, and out-of-pocket expenses—consolidated within the pricing proposal; the county is tax-exempt. Vendors must price implementation and managed services on project-based milestones rather than hourly rates, with specific milestones to be negotiated.

Evaluation criteria total 110 points: responsiveness (5), experience and qualifications (10), solution description (35), functional requirements (20), implementation and project management (15), references (5), pricing (10), and optional interview demonstrations (10). Questions are due September 8, 2026 at 3:00 p.m. directed to Bethany White. One original, five copies, and one digital copy on flash drive are required; pricing must be submitted separately in a sealed envelope.
