About this opportunity
The City of Milpitas' Recreation and Community Services Department is conducting a Request for Qualifications (RFQual) to pre-qualify independent contractors who can provide diverse recreational classes for participants ranging from pre-k to seniors. The procurement seeks vendors capable of developing comprehensive curricula and offering classes in arts and music, enrichment, parent and me, sports and fitness, and technology categories. Qualified contractors must have a minimum of two years of teaching or coaching experience, provide professional instructors, and supply necessary class materials. Evaluation of new vendors will occur on specific dates: September 18, December 4, and April 24, with responses submitted electronically through the City's OpenGov eProcurement website by December 4, 2035, at 12:00 pm. The evaluation criteria encompass a 100-point scoring system across six key areas: cover letter (8.3%), experience and qualifications (16.7%), proposal information (25%), community interest (29.2%), personnel qualifications (6.3%), and proposed compensation (8.3%). Contractors must maintain current Commercial General Liability Insurance with a $1,000,000 policy, workers compensation insurance, a valid Milpitas Business License, and California Secretary of State registration.
Pre-qualified vendors will receive 65% of resident class fees collected, with the City reserving the right to approve or reject any class proposal at its sole discretion. There are no specific set-aside designations or restrictions for disadvantaged enterprises mentioned in the documentation. The opportunity does not list incumbent vendors, and no existing infrastructure integration requirements are specified. While specific budget ranges are not explicitly detailed, the compensation structure indicates that revenues will be generated through class fees, with contractors receiving a percentage of collected resident fees. The contract period aligns with seasonal programming, with vendors being contacted prior to each season to submit specific class proposals. Notably, being pre-qualified does not guarantee selection to provide classes, and the City maintains comprehensive discretion in vendor selection and class offerings. The solicitation emphasizes creating a diverse, high-quality recreational programming environment that serves the Milpitas community across various age groups and interest areas.

The City of Milpitas' (City) Recreation and Community Services Department is seeking responses to this Request for Qualifications (RFQual) from vendors who can provide recreation and community services classes in various areas such as arts and music, enrichment, parent and me, sports and fitness, and technology for participants ranging in age from pre-k to seniors. Selected Vendors shall develop comprehensive curricula, provide professional instructors, and supply class materials as necessary. Selected Vendors shall also maintain current insurance, Milpitas business licenses, California Secretary of State registration, and other relevant compliances.
Through this RFQual, the City will pre-qualify vendors who can provide recreation and community service classes for the City. Pre-qualified vendors will contacted by the City prior to each season to submit specific proposals for upcoming seasonal classes. Attachment C is an example of the Milpitas Recreation Class Proposal Form that will be sent to pre-qualified vendors prior to each season. Vendors whose are selected to provided classes for the next season will be required to execute a contract (See Attachment B) for the chosen classes.
During this RFQual, new vendors (i.e., vendor not yet on the Pre-Qualified List) may submit responses to be evaluated for pre-qualification. Vendors who are currently providing training services through this program must submit a response for evaluation. Once a vendor is on the Pre-Qualified List, which will be published and updated following each evaluation/review cycle as an addendum to this RFQual, they need not re-apply. New submittals to this RFQual will be evaluated on the following dates. If a specified date falls on a weekend or City holiday, evaluation of new responses will begin the next City business day.
September 18 December 4 April 24
Please note that being a pre-qualified vendor does not guarantee that you will be selected to provide classes. The City reserves the right to approve or reject any class proposal at its sole discretion.
Questions regarding this RFQual must be submitted through this RFQual Q & A portal. The City will post responses through the Q & A portal as questions are received. City responses to questions received through the portal are considered addenda to this RFQual.
