About this file
The file is an Independent Contractor Criteria document from the City of Milpitas Recreation and Community Services Department, detailing a Request for Qualifications (RFQual) for independent contractors to provide recreational classes. The procurement seeks vendors to develop and deliver diverse recreational programming for participants ranging from pre-k to seniors, including arts and music, enrichment, parent and me, sports and fitness, and technology categories. Vendors will be evaluated on specific dates (September 18, December 4, and April 24), with electronic responses due by December 4, 2035, at 12:00 pm through the City's OpenGov eProcurement website. The contract is seasonal, with pre-qualified vendors being contacted before each programming period to submit specific class proposals.
The compensation structure involves vendors receiving 65% of resident class fees, with the City maintaining full discretion to approve or reject class proposals. Contractors must meet specific qualifications, including a minimum of two years of teaching or coaching experience, maintaining a $1,000,000 Commercial General Liability Insurance policy, workers compensation insurance, a valid Milpitas Business License, and California Secretary of State registration. The evaluation process uses a 100-point scoring system across six criteria: cover letter (8.3%), experience and qualifications (16.7%), proposal information (25%), community interest (29.2%), personnel qualifications (6.3%), and proposed compensation (8.3%). No specific set-aside designations or incumbent vendor information is provided, and being pre-qualified does not guarantee selection to provide classes.
