About this file

The document is a Scope of Work for Recreation Independent Contractor Classes issued by the City of Milpitas' Recreation and Community Services Department for the Spring 2025 season. The solicitation seeks independent contractors to provide recreational and community services classes for participants ranging from pre-k to seniors, with contractors responsible for developing comprehensive curricula, providing professional instructors, and supplying necessary class materials. Contractors must complete a Class Proposal Form and demonstrate relevant work experience, education, accreditation, and professional licensing. The City will evaluate new vendors on specific dates (September 18, December 4, and April 24), with electronic submissions due by December 4, 2035, at 12:00 pm.

The contract structure offers contractors 65% of resident class fees collected, with the City retaining discretion to approve or reject class proposals. Contractors must provide proof of Commercial General Liability insurance ($1,000,000 policy), Workers Compensation Insurance, and obtain a Milpitas Business License valid for one calendar year. The evaluation process utilizes a 100-point scoring system across six criteria, including experience, qualifications, community interest, and proposed compensation. Notably, pre-qualification does not guarantee class selection, and the City maintains comprehensive discretion in vendor selection. The opportunity focuses on creating diverse recreational programming across arts and music, enrichment, parent and me, sports and fitness, and technology categories for the Milpitas community.
