About this file
This document outlines the minimum requirements and qualifications for independent contractors seeking to provide recreational classes through the City of Milpitas' Recreation and Community Services Department. The City is conducting a Request for Qualifications (RFQual) to pre-qualify independent contractors capable of delivering diverse recreational programming in arts and music, enrichment, parent and me, sports and fitness, and technology for participants ranging from pre-kindergarten to seniors. Contractors must demonstrate a minimum of two years of teaching, coaching, or relevant experience, or alternatively provide a diploma, accreditations, or certificates in their field of instruction. New vendor evaluations occur on three specified dates—September 18, December 4, and April 24—with responses submitted electronically through the City's OpenGov eProcurement website by December 4, 2035, at 12:00 pm. Once pre-qualified, vendors will be contacted by the City prior to each season to submit specific class proposals and execute contracts for selected offerings. It is important to note that pre-qualification does not guarantee selection to provide classes, as the City reserves the right to approve or reject any proposal at its sole discretion.
Contractors must supply comprehensive documentation including one to two professional references with organizational details and contact information, proof of Commercial General Liability Insurance with a minimum $1,000,000 policy level and Additional Insured endorsement naming the City of Milpitas, Primary and Non-Contributory Endorsement, Workers Compensation Insurance if the contractor has employees, a Waiver of Subrogation matching the workers compensation policy number, Commercial Insurance if teaching multiple classes at different sites on the same day, a completed W-9 Form, and a valid Milpitas Business License. Compensation for pre-qualified contractors consists of 65 percent of resident class fees collected by the City. No specific set-aside designations for disadvantaged enterprises are mentioned, and no incumbent vendors are identified in the documentation. The contract period aligns with seasonal programming cycles with no explicit budget ranges provided, as revenues are generated through variable class fee structures.
