About this file
The document is an Independent Contractors Minimum Requirements file for the City of Milpitas' Recreation and Community Services Department, detailing qualifications for recreational class providers. The Request for Qualifications (RFQual) seeks independent contractors to develop and deliver diverse recreational classes for participants ranging from pre-k to seniors, covering arts and music, enrichment, parent and me, sports and fitness, and technology categories. New vendor evaluations will occur on September 18, December 4, and April 24, with electronic responses due by December 4, 2035, at 12:00 pm. The procurement process involves a 100-point scoring system across six evaluation areas, including experience, proposal information, community interest, and personnel qualifications.
Contractors selected for the pre-qualified vendor list will receive 65% of resident class fees, with the City retaining sole discretion to approve or reject class proposals. Key requirements include maintaining a $1,000,000 Commercial General Liability Insurance policy, workers compensation insurance, a valid Milpitas Business License, and California Secretary of State registration. Contractors must have a minimum of two years of teaching or coaching experience or provide relevant educational credentials. While no specific budget ranges are detailed, the compensation structure is based on class fee collections, and being pre-qualified does not guarantee class selection. The contract is designed to create a flexible, diverse recreational programming environment that serves the Milpitas community across various age groups and interest areas.
