About this file
This document presents the evaluation criteria for independent contractor qualifications submitted to the City of Milpitas' Recreation and Community Services Department in response to a Request for Qualifications (RFQual) for recreational classes. The City seeks to pre-qualify independent contractors capable of providing diverse recreational programming in arts and music, enrichment, parent and me, sports and fitness, and technology for participants ranging from pre-K to seniors. New vendor submissions will be evaluated on three specified dates: September 18, December 4, and April 24, with the final submission deadline of December 4, 2035, at 12:00 pm through the City's OpenGov eProcurement website. Pre-qualified vendors will be contacted by the City prior to each seasonal programming cycle to submit specific class proposals. The contract terms are seasonal in nature, with vendors required to execute individual contracts for approved classes. Contractors must maintain current Commercial General Liability Insurance with minimum $1,000,000 coverage, workers compensation insurance, a valid Milpitas Business License, and California Secretary of State registration.
The evaluation process employs a 100-point scoring system across six weighted criteria: cover letter (8.3%), experience and qualifications (16.7%), proposal information (25%), community interest (29.2%), personnel qualifications (6.3%), and proposed compensation (8.3%). Contractors must demonstrate a minimum of two years of teaching or coaching experience and provide professional instructors with necessary class materials. Pre-qualified vendors receive 65 percent of collected resident class fees as compensation. The City retains sole discretion to approve or reject any class proposal and maintains the right to select from pre-qualified vendors without guarantee of work. No set-aside designations for disadvantaged enterprises, incumbent vendors, or specific budget ranges are identified in the documentation. Current vendors providing services through this program must resubmit responses for evaluation to maintain pre-qualified status.
