About this file
This is a Scope of Work document for the City of Milpitas' Recreation and Community Services Department outlining requirements for independent contractors providing spring season recreation classes. The City seeks contractors to offer diverse recreational programming across multiple categories including arts and music, enrichment, parent-and-me, sports and fitness, and technology for participants ranging from pre-kindergarten to seniors. Contractors must complete a Class Proposal Form and demonstrate relevant work experience, education, accreditation, professional licensing, and certifications aligned to their proposed classes. The spring season schedule accounts for City holidays on February 17, March 31, and May 26; special events on March 8 and April 30; and Milpitas Unified School District closures including Lincoln Day (February 18), a school closure from February 19-21, and spring break from April 14-18. Contractual agreements will be issued prior to instructional sessions and must be signed electronically via DocuSign within seven days of receipt, with failure to comply resulting in class cancellation.
Contractors receive 65 percent of resident fees collected for classes held in City facilities, with the City imposing non-resident fees for out-of-area participants and maintaining sole discretion to approve or reject any class proposal. Contractors must obtain a Milpitas Business License valid for one calendar year and provide proof of Commercial General Liability insurance at $1,000,000 policy level with the City named as additionally insured, workers compensation insurance if applicable, and a W-9 form. The City does not list incumbent vendors, set-asides for disadvantaged enterprises, or specific budget allocations in this scope document. Contractors are permitted to set their own class prices, though the Contract Class Specialist may provide feedback if pricing is deemed too high for participants.
