About this file
The document is an Independent Contractor Criteria evaluation framework for the City of Milpitas Recreation and Community Services Department's Request for Qualifications (RFQual) for recreation and community service classes. The City seeks vendors to provide classes in arts and music, enrichment, parent and me, sports and fitness, and technology for participants from pre-k to seniors, with new vendor evaluations scheduled for September 18, December 4, and April 24. Selected vendors will develop comprehensive curricula, provide professional instructors, and supply class materials, with the goal of creating a pre-qualified vendor list for seasonal class offerings.
The evaluation criteria include a comprehensive 100-point scoring system across six key areas: cover letter (8.3%), experience and qualifications (16.7%), proposal information (25%), community interest (29.2%), personnel qualifications (6.3%), and proposed compensation (8.3%). Vendors must maintain current insurance, Milpitas business licenses, California Secretary of State registration, and other relevant compliances. While being pre-qualified does not guarantee class selection, the City reserves the right to approve or reject class proposals at its sole discretion. The department's mission emphasizes providing excellent, affordable, and innovative recreation activities that encourage cultural unity, support economic development, promote health and wellness, and add enjoyment to residents' lives.
