About this opportunity

Forsyth County, Georgia is requesting proposals for progressive design-build services for SPLOST IX Transportation Bundle 5, specifically the Old Atlanta Road Safety Improvements project (Corridor Safety and Operational Improvement — PERS1), with proposals due July 9, 2026 at 2:00 PM and a non-mandatory pre-proposal conference on June 10, 2026 at 10:00 AM via Microsoft Teams. The Design-Builder must self-perform not less than 30 percent of total construction work by cost, exclusive of design services, in accordance with O.C.G.A. 32-4-74.

The scope encompasses 1.32 miles of roadway design and construction along Old Atlanta Road, including northbound dual left-turn lane provision, southbound receiving lane extension, right-turn auxiliary lanes at Melody Mizer Road, Daves Creek Drive, and Ronald Reagan Boulevard, and additional turn-lane storage between Brannon Road and Daves Creek Drive. The Design-Builder must conduct comprehensive surveys (property boundary, topographic at one-foot contour increments, utility location) tied to Georgia State Plane Coordinate System West Zone and NAVD 88; perform Subsurface Utility Engineering Quality Level B investigation; prepare GDOT-compliant design documentation; obtain environmental permits (Section 404/401, NPDES, MS4 compliance); and perform hydrologic and hydraulic analyses with stormwater and drainage infrastructure design. All work must comply with GDOT Plan Development Process, current design policies, and GDOT Standard Specifications Construction of Transportation Systems 2021 Edition. CAD files must be delivered in Bentley OpenRoads Designer format; GIS data in Esri format using State Plane GA West projection.

The contract is structured in two stages: Preliminary Stage (150 calendar days after Notice to Proceed) compensated through stipulated prices; Completion Stage (240 calendar days after Owner approval of binding Completion Stage Price, plus 90 days for final completion) using Cost of the Work Plus Design-Builder's Fee methodology subject to a Guaranteed Maximum Price. Progress payments are made monthly at 95 percent of completed work with retainage held per O.C.G.A. 13-10-80. Liquidated damages are $1,000 per day for delays beyond Substantial Completion and $500 per day for failure to complete remaining work within contract time.

Technical proposals are evaluated on a 100-point scale: project understanding and technical approach (30 points), key personnel experience and capabilities (20 points), proposer experience and capabilities (25 points), schedule (15 points), and price proposal (10 points). The County will use a best value selection process, calculating an Evaluated Price combining Preliminary Stage price and Completion Stage fee percentage applied to the County's construction cost estimate. The County will issue a Notice of Award within 90 days after proposal opening. Proposals must include proposal security equal to 5 percent of total price in surety bond form. The successful Design-Builder must furnish performance and payment bonds equal to 100 percent of contract value. Questions are due June 29, 2026 by 12:00 PM EST. All submissions must be electronic via Euna Solutions (Bonfire) at https://forsythco.bonfirehub.com/opportunities/236959. The Owner's Consultant is BCC Engineering, LLC dba Heath & Lineback, with John N. Jefferson (Capital Projects, 2435 Freedom Parkway, Cumming, Georgia 30041) as Forsyth County's authorized representative. E-Verify compliance and comprehensive insurance coverage including professional liability of $5 million per claim and $5 million annual aggregate are required.
