About this file
This is a Summary of Work document for the State of Georgia's SPLOST IX Transportation Bundle 5 project, specifically detailing preliminary stage design and engineering services for the Old Atlanta Road Safety Improvements corridor project (PERS1). The document outlines comprehensive services including preparation of concept plans, preliminary designs, right-of-way plans, and supporting documentation necessary for construction. Key work components include performing surveys and subsurface/overhead utility identification (SUE QLB level with budget allowance for QLA conflict resolution), coordinating with utility owners for existing utility identification and relocation arrangements, preparing GDOT-compliant right-of-way plans with legal descriptions, obtaining and maintaining all required environmental permits (Section 404/401, NPDES, MS4 compliance, and USACE clearances), and performing comprehensive hydrologic and hydraulic analyses with stormwater and drainage infrastructure design including culverts, storm sewer systems, ditches, outfalls, and detention facilities.
The document does not contain information regarding pricing terms, set-asides, incumbent contractors, funding sources, contract award dates, response deadlines, or contract term details. These financial and administrative specifications would be found in additional contract opportunity documentation not included in this file. The scope focuses exclusively on defining the technical and design requirements for the preliminary stage of the Old Atlanta Road Safety Improvements project under the SPLOST IX Transportation Bundle 5 initiative.

PART 1 – GENERAL
1.01 SCOPE OF THIS SECTION
A. This section provides a list of the major components of work for the 1 individual projects included as part of the SPLOST IX Transportation Bundle 5 Project Preliminary Stage work. Refer to the Concept Layouts included in the RFP package for conceptual designs of the Old Atlanta
Road Safety Improvements (Corridor Safety and Operational Improvement - PERS1).
1.02 WORK INCLUDED IN THE PRELIMINARY STAGE
A. The following major components of work apply to the below Corridor Safety and Operational
Improvement project: Old Atlanta Road Safety Improvements (Corridor Safety and
Operational Improvement - PERS1).
1. Prepare the concept, preliminary plans, ROW plans and other documents necessary for construction of the transportation improvements. Evaluate scoping documents, available data, collect additional data and perform analysis in order to recommend and implement other improvements and alterations to intersection control, to enhance operations and safety on the corridor.
2. Perform surveys, subsurface/overhead utility identification (SUE – QLB - Survey scope of work as provided or may be amended during the Preliminary Stage). Complete SUE QLA where needed for conflict resolution (provide budget allowance). The initial Property and Topographic Survey Scope of Work is provided in the RFP package and should be evaluated and updated by the Design-Builder during the Study and Report Phase.
3. Coordinate with utility owners to identify existing utilities, avoid conflicts when feasible and coordinate arrangements for all relocations necessary. Contribute information needed by the County to finalize preparation of relocation and easement agreements for reimbursable utilities.
Right of Way Plans
Prepare GDOT-compliant right-of-way plans, OUT Files and legal descriptions identifying all permanent and temporary right of way required to construct, operate, and maintain the project. The Design-Builder shall coordinate design efforts to minimize right-of-way impacts where practicable, support the Owner’s acquisition process, and provide timely updates as the design advances.
Environmental Permitting
Obtain, support, and maintain all environmental permits and approvals required for construction. This includes, but is not limited to, Section 404/401 permits, NPDES, MS4 compliance, USACE, and applicable state or local environmental clearances. Provide MS4
Documentation and Required Studies. Prepare all permit applications, technical studies, and mitigation plans, and shall ensure construction means, methods, staging, and BMPs comply with permit conditions and environmental commitments.
