About this file
This is a Request for Proposals (RFP) issued by Forsyth County, Georgia, for progressive design-build services for SPLOST IX Transportation Bundle 5, specifically the Old Atlanta Road Safety Improvements project (Corridor Safety and Operational Improvement - PERS1). The RFP solicits proposals for design-build services to be delivered in two stages: a Preliminary Stage and a Completion Stage. Proposals are due by July 9, 2026, at 2:00 PM through the Euna Solutions electronic procurement portal. A non-mandatory pre-proposal conference will be held via Teams prior to the submission deadline. The Preliminary Stage work must be completed within 150 calendar days of the Notice to Proceed, while Completion Stage work must achieve substantial completion within 240 calendar days after Owner approval of the binding Completion Stage Price and issuance of a Notice to Proceed. Site visits are encouraged but not required, though right-of-entry to private properties has not yet been secured by the Owner. The County will issue a Notice of Award within 90 days after the proposal opening date.
The RFP requires a two-part pricing structure: a stipulated price (lump sum) for Preliminary Stage work and a cost-plus-fee arrangement for Completion Stage work, with the Design-Builder's fee expressed as a percentage of the Cost of the Work. Proposers must submit proposal security equal to five percent of their total price proposal in the form of a surety bond. The successful Design-Builder must self-perform not less than 30 percent of the total construction work, excluding design services. Technical proposals will be evaluated on a 100-point scale based on project understanding and technical approach (30 points), key personnel experience and capabilities (20 points), proposer experience and capabilities (25 points), schedule (15 points), and price proposal (10 points). The evaluation will use a best value selection process, with the county calculating an Evaluated Price that combines the Preliminary Stage price and the Completion Stage fee percentage applied to the County's construction cost estimate. The design-build authority is granted pursuant to O.C.G.A. § 32-4-74 and a Forsyth County Board of Commissioners Resolution adopted February 5, 2026.
