About this opportunity
The Port of Portland is requesting bids on the rehabilitation of Taxiway K West (Gates E3 to E6) and the Vehicle Service Road at Portland International Airport, with proposals due November 4, 2026. The project encompasses approximately 108,000 to 149,000 square yards of pavement work including full-depth asphalt removal and replacement, subgrade preparation, drainage improvements, taxiway lighting system installation, and pavement markings. All work must comply with FAA standards and Oregon prevailing wage requirements.
The scope includes removal of existing pavement (9 to 19 inches full-depth asphalt plus 3-inch cold mill sections in designated areas), installation of new asphalt concrete with specified mix designs and compaction, drainage system upgrades, installation of new taxiway centerline lighting (L-868 base cans with 5KV conductors in 2-inch PVC conduit), temporary lighting circuit protection during construction, and thermoplastic pavement markings conforming to FAA Advisory Circular 150/5340-1M. Erosion control measures must comply with the Port's National Pollutant Discharge Elimination System General Permit 1200-CA and include sediment fence, inlet protection, construction entrance installation, and 24/7 FOD (foreign object debris) management with vacuum sweeper and water truck response requirements. Construction is sequenced across six work areas permitting up to two (or four in specific phases) concurrent gate closures, with a maximum 14-calendar-day duration per work area.
Construction is anticipated to begin in May 2027 and extend through September 2027. Contractors must obtain Port-approved security badges, complete required driver training and security familiarization, and operate only via approved haul routes through security gate NA46. The Port assigns a dedicated Construction Inspector to oversee compliance with FAA Part 139 regulations and FOD management. A Construction Safety and Phasing Plan exhibit establishes restrictions including prohibition of equipment exceeding 15 to 20 feet height, open flame welding, and electrical blasting caps, with weight and speed limits on all haul routes. Material storage is restricted to off-airport staging and designated work zones limited to six-foot heights unless approved.
Project funding derives from airport revenue bonds and FAA Airport Improvement Program grants. All bidders must demonstrate experience with FAA-regulated airfield construction, maintain bonding and insurance coverage, and comply with DBE participation goals and prevailing wage requirements. A comprehensive design package of 56 sheets covers general information, civil work (pavement, drainage, grading, erosion control, utility coordination), and electrical work (lighting systems, circuit connections, temporary protection). Site visits and a pre-bid meeting are anticipated but specific dates are not stated in the source materials.
