This procurement is subject to multiple federal and local restrictions and requirements that limit eligible respondents and impose compliance obligations. Section 3 employment preferences require that 25 percent or more of all labor hours be performed by Section 3 workers (individuals whose income is at or below HUD-established income limits) and 5 percent or more by targeted Section 3 workers, with contractors subject to potential contract termination for default, debarment, or other sanctions for non-compliance. The contract is also subject to Davis-Bacon prevailing wage requirements for contracts exceeding $2,000, Living Wage Ordinance compliance, and federal requirements under the American Rescue Plan Act (ARPA) and Federal Transit Administration (FTA) including equal employment opportunity standards, suspension and debarment verification, prohibition on lobbying activities using federal funds, Buy America compliance, and disadvantaged business enterprise (DBE) participation goals. Contractors must register with the City's Business Services Department and obtain a City of Tucson Business License or written determination of exemption prior to award, and all subcontractors must comply with these federal and local requirements. No specific incumbent contractors or technology integration requirements are identified in the solicitation documents. The specific contract award value is not disclosed in the available documentation, though the pricing table indicates that fees are calculated on a per-development basis with differentiated pricing across developments based on property size and complexity.
