HUD-MWRD Routine and Nonroutine Budget Summary
This document presents the HUD-MWRD (Multifamily and Public Housing Modernization, Maintenance, and Repair Work) budget allocations for Fiscal Years 2025-2026 for the City of Tucson Housing and Community Services Department, covering both routine and nonroutine capital improvement categories for the city's public housing portfolio. The City of Tucson is soliciting professional services to conduct comprehensive Physical Needs Assessments (PNA) and Energy Audits across its 1,505 public housing units organized into ten Asset Management Property Groupings (AMPs), encompassing nine distinct developments and scattered site groupings totaling 682 structures. Assessments must comply with HUD regulations 24 CFR 905.300 and 24 CFR 965.302, requiring a minimum 25 percent sampling of unit types per development, 100 percent assessment of all non-dwelling structures and sites, and complete evaluation of all ADA units. A pre-submittal meeting is scheduled for March 13, 2026 at 11:00 a.m. via Microsoft Teams, with proposals due March 24, 2026 at 2:00 p.m. Arizona time. The contract term is one year with options for up to four additional one-year renewal periods at the City's discretion. All work must be completed within 120 days of notice to proceed, with deliverables consisting of two hard copies in three-ring binders plus one electronic copy on a zip drive.
Evaluation criteria are ranked in the following order: qualifications and experience, method of approach, and price proposal. Offerors must maintain professional liability insurance with minimum limits of $1,000,000 per claim and $2,000,000 annual aggregate, along with commercial general liability insurance with limits of $1,000,000 per occurrence and $2,000,000 general aggregate. The procurement is subject to Section 3 employment preferences requiring that 25 percent or more of all labor hours be performed by Section 3 workers and 5 percent or more by targeted Section 3 workers, with potential contract termination for non-compliance. Contractors must also comply with Davis-Bacon prevailing wage requirements, Living Wage Ordinance standards, and federal requirements under the American Rescue Plan Act (ARPA) and Federal Transit Administration (FTA) including equal employment opportunity standards, suspension and debarment verification, lobbying prohibitions, and disadvantaged business enterprise (DBE) participation goals. Contractors must register with the City's Business Services Department and obtain a City of Tucson Business License or written determination of exemption prior to award. Pricing is calculated on a per-development basis with differentiated rates based on property size and complexity. The responsible contract officer is Raquel Duarte at (520) 837-4469 or raquel.duarte@tucsonaz.gov.
