About this opportunity

East Texas A&M University, in collaboration with the State of Florida and the Procurement Professionals Alliance RFxPremier cooperative purchasing vehicle, is requesting proposals for an Online Marketplace Platform Master Agreement with proposals due August 21, 2026 at 3:00 p.m. Central Time. The RFxPremier cooperative is the mandatory vehicle; the resulting Master Agreement will be available to all eligible entities including states, cities, counties, school districts, institutions of higher education, and certain Canadian provincial governments and municipally funded entities with vendor approval.

The platform must provide a customizable online ordering system with multi-supplier capabilities, real-time pricing and product availability, advanced product search and filter functions, shopping cart and checkout functionality, order management with tracking, and support for multiple payment methods including purchase orders, P-Cards, and invoices. The platform must accommodate multiple product categories including office supplies, information technology equipment, classroom supplies, grounds maintenance equipment, and public safety equipment, and must integrate with ERP systems while supporting tax-exempt purchasing.

The Master Agreement carries an initial five-year term with options for five one-year renewals, totaling up to ten years. Pricing proposals must disclose platform licensing fees, marketplace participation fees, transaction processing costs, delivery management fees, operational scaling costs, and implementation expenses, clearly identifying fixed, recurring, transaction-based, and usage-based fees. All proposed costs must be inclusive of the non-negotiable RFxPremier administrative fee of one percent of quarterly sales, payable within sixty days following each quarter. Vendors must maintain Commercial General Liability insurance with minimum limits of one million dollars per occurrence and two million dollars general aggregate.

The evaluation process weights technical criteria at 850 points and cost at 250 points. Proposals must achieve a minimum of 595 technical points to advance to cost evaluation and a combined minimum of 770 points from both evaluations to be eligible for award. Questions are due July 24, 2026, with Q&A responses due July 31, 2026.
