About this opportunity
The Texas Health and Human Services Commission is soliciting offers for Maven Registries Maintenance and Operations under RFO HHS0017000, with proposals due July 2, 2026. This is a competitive best-value procurement with no stated set-aside or preference program.
The scope encompasses ongoing maintenance, operations, and technical support for three health registries: Birth Defect Registry, Blood Lead Registry, and HIV/STD Integrated System (THISIS). Deliverables span three contract phases—Transition (draft and final project work plans), Registry Operations (maintenance schedules, support plans, test management, monthly help desk ticket reports, and annual security assessments), and Turnover (turnover plan, final results report, inventory list)—with specific due dates ranging from seven calendar days to annually by September 1st. The contractor must develop and maintain change management, risk management, performance and quality management, and system security plans; respond to security incidents within one calendar day; and ensure all work product, intellectual property, and documentation become state property upon delivery.
The initial contract term is 36 months (three 12-month years) with an optional 10-month extension, totaling 46 months potential. Cost evaluation follows an objective formula in which the lowest total cost receives the highest rating, with higher-cost proposals scored proportionally lower. Respondents must submit all-inclusive blended hourly rates or fixed fees covering labor, materials, tools, supplies, and equipment in the provided Excel cost proposal template. Supplemental services may be proposed at Department of Information Resources not-to-exceed rate-card pricing.
Evaluation uses a best-value methodology: Qualifications and Experience (30%), Narrative and Technical Proposals (30%), and Cost (40%), scored on a 10-point scale. Required submittals include Exhibits A through P, including HHS Solicitation Affirmations, Uniform Terms and Conditions, Subcontractor Agreements, Data Use Agreement, Exceptions Form, Assumptions Form, Insurance Requirements (Workers' Compensation $1 million, Commercial General Liability $1 million per occurrence/$2 million aggregate, Cyber/Privacy $2 million, Professional Liability $2 million per occurrence, Umbrella $2 million, Crime $1 million), Security and Privacy Inquiry, two Voluntary Product Accessibility Templates (WCAG and Section 508), and an Evaluation Tool scoresheet. Electronic submission is available through the HHS Online Bid Room; registration through IAMOnline must be completed seven days before deadline.
