About this opportunity
The California Department of Aging is issuing Request for Offers (RFO-2526-04) to procure organizational change management (OCM) services for the Multipurpose Senior Services Program (MSSP) Case Management project on a fixed-price deliverables basis. The procurement applies to Sacramento County and San Francisco City jurisdictions within California. The contractor will deliver comprehensive change management services structured across four primary components: baseline assessment, messaging and communication strategy development, implementation support, and measuring success. Deliverables encompass three main service phases—Change Management Planning and Assessment, Change Management Implementation and Delivery, and Change Management Evaluation and Closure—with nine specific sub-deliverables including OCM project scheduling, gap analysis, change management planning, stakeholder engagement strategies, kick-off meetings, communications rollout, and closure reporting. The scope requires engagement with California Department of Aging staff, external MSSP Providers across 36 statewide sites, and other government entities. Key staff qualifications are mandatory and include a Senior Project Manager with a minimum of seven years of broad project management experience with at least four years as a senior PM on large or complex IT projects, a bachelor's degree, valid PMP certification, and three years of OCM experience on enterprise-wide IT projects; Project Managers with a minimum of five years of project management experience with at least three years in a lead capacity, a bachelor's degree, valid PMP certification, and three years of OCM experience; and Solution Business Analysts with a minimum of five years of analytical experience on IT projects with at least three years in business systems analysis and design, a bachelor's degree, and three years of OCM experience on enterprise-wide IT projects. Desirable qualifications include three years of software system implementation experience in health and human services and current OCM certification. The contract term is two years with the State retaining an option for one additional one-year extension, with contract start anticipated April 1, 2026. The response deadline is February 26, 2026, with written questions due by February 6, 2026 at 5:00 PM and questions and answers posted February 12, 2026 at 5:00 PM. Interviews are anticipated between March 10-18, 2026. Evaluation criteria include administrative assessment, technical assessment based on client references, staff qualifications and references, and understanding and approach to the work, cost assessment, and potential interviews, with selection based on the highest scoring responsive and responsible offer.
Respondents must hold a current Technology, Digital and Data Consulting (TDDC) Master Services Agreement with required labor categories and must be legally authorized to operate in California. The procurement includes certifications and compliance requirements for nondiscrimination, drug-free workplace, National Labor Relations Board certification, sweatfree code of conduct, civil rights compliance under the Unruh Civil Rights Act and Fair Employment and Housing Act, financial solvency, workers' compensation insurance, and Americans with Disabilities Act compliance. Organizations may qualify for Small Business (SB) and Disabled Veteran Business Enterprise (DVBE) designations, which can provide competitive scoring advantages; respondents claiming such status must submit proof of current certification and complete corresponding certification forms including the Commercially Useful Function certification. The procurement does not identify any incumbent vendors or current contractors. Required insurance coverage includes General Liability with a minimum of $1,000,000 per occurrence and $2,000,000 aggregate, Errors and Omissions with a minimum of $1,000,000 per occurrence and $3,000,000 aggregate, and Workers' Compensation insurance. The State will retain ten percent of progress payments as a retention withhold pending satisfactory completion of all services. The maximum contract value is not to exceed $909,900 for the base two-year term, with respondents required to submit hourly rates for Senior Project Manager, Project Manager, and Business Solutions Analyst classifications, with estimated staffing of two full-time equivalent consultants. All billing rates must remain fixed throughout the contract term, and unanticipated costs not specified in the scope of work are capped at five percent of the total base contract term value.
