PROJECT OVERVIEW

a) The CDA Multipurpose Senior Services Program (MSSP) Section contracts with 36 local MSSP Providers across the state to provide public assistance to eligible older adults. The MSSP Section is responsible for administering the program and monitoring Provider sites to ensure program requirements are being followed. Participant program eligibility, care management, and billing are conducted at the MSSP Provider level.

b) Currently, the CDA and each MSSP Provider operate independently to conduct daily business operations. The Project will include the implementation of a single statewide case management system that will support both CDA and MSSP Provider business operations.

c) The OCM services will help facilitate the successful implementation of the new case management system. The Project will require engagement with internal and external stakeholders, including CDA staff, other government entities (state, and/or federal), and external MSSP Providers. These groups can range from small/medium (less than 50 individuals) groups to larger (more than 50 individuals) groups depending on the discussion topic, stakeholder interest and/or engagement needs.

OCM SERVICES

The Contractor shall provide organizational change management (OCM) services for the MSSP Case Management project (hereto referred to as Project) based on fixed-price deliverables. The change management services will include a roadmap for managing change:

a) Baseline Assessment

b) Messaging and Communication

c) Implementation

BACKGROUND / HISTORY

By 2030, California will be home to over 8.6 million individuals who are over age 65. Older Californians are the bedrock of our communities, with many serving as leaders of local businesses and heads of households, and all contributing to the health, strength, perspective, and vibrancy of our society. However, as Californians age, their needs from the communities in which they reside and serve also change.

AGREEMENT TERM AND SECURITY PROVISIONS:

1) If an agreement results from this RFO, the term is anticipated to be April 1, 2026, through March 31, 2028. Performance shall start no later than on the express date set by the awarding agency and after all approvals have been obtained and the agreement is fully executed.

2) All performance under the agreement shall be completed on or before the termination date of the agreement.

3) Should the Offeror fail to commence work at the agreed upon time, the CDA reserves the right to terminate the agreement upon thirty (30) days’ written notice to the Offeror.

4) A response shall be rejected if it is conditional or incomplete, or if it contains any alterations of form or other irregularities of any kind. The State may reject any or all responses and may waive an immaterial deviation in response. The State’s waiver of an immaterial deviation or defect shall in no way modify the RFO document or excuse the Respondent from full compliance with all requirements if awarded the agreement.

5) Before submitting a response to this request, Respondents should review, correct all errors, and confirm compliance with the RFO requirements.

General Considerations

1) No verbal understanding or agreement shall be binding on either party.

2) Costs for developing responses in anticipation of award of the agreement are entirely the responsibility of the Respondent and shall not be charged to the State of California.

Respondents’ modifications offered in any other manner, verbal or written, will not be considered.

2) Respondents may withdraw their response by submitting a written withdrawal request to the Procurement Official email address listed in SECTION 1.E. 5) The responses submitted, including costs, will become public in accordance with the California Public Records Act when the State has completed its assessment and has selected a contractor.

6) If a Respondent believes that one or more of the RFO requirements are onerous, unfair, or imposes unnecessary constraints on the Respondent in proposing less costly or alternate solutions, the Respondent may request a change to the RFO by submitting, in writing, the recommended change(s) and the facts substantiating this belief and reasons for making the recommended change. Such requests must be submitted to the Procurement Official email address listed in SECTION 1.E. PROCUREMENT OFFICIAL by the date specified in SECTION 1.D. KEY DATES – "Respondent Questions Due." Such changes will be made at the sole option of the State.
