About this opportunity
Los Angeles World Airports (LAWA) seeks Request for Proposals (RFP) for miscellaneous construction and repair services via Job Order Contracting (JOC) at Los Angeles International Airport (LAX) and Van Nuys Airport (VNY). The RFP was issued February 26, 2026, with proposals due April 7, 2026 at 2:00 p.m. PST, following a non-mandatory pre-proposal meeting scheduled for March 17, 2026, and a question submission deadline of March 24, 2026. LAWA anticipates awarding up to three contracts for supplementary construction, facility repair, alteration, and minor new construction projects across both airport facilities on an as-needed basis through individual task orders, with a maximum single task order value of $750,000. The scope of services encompasses all labor, materials, supervision, tools, equipment, and services necessary to complete construction activities as specified in task orders issued by LAWA, including facility maintenance, environmental compliance, utility coordination, quality assurance, permitting, and comprehensive project closeout documentation. Minimum qualifications include possession of a valid California Contractor's "B" License in good standing with the California State Contractors Board, and proposers must demonstrate relevant experience through at least three representative contracts involving construction, repair, alteration, and minor new construction projects, with contact references who possess direct knowledge of the proposer's experience and performance. Evaluation criteria include administrative requirements compliance, Business Enterprise Program participation levels, minimum qualification verification, written and technical proposal components (qualifications, approach, and inclusivity plan), and cost proposal based on coefficient multipliers applied to pre-priced task categories within the FOS Simplebid system across six work categories: Standard Hours Pre-TSA Screening Work Areas, Off-Hours Pre-TSA Screening Work Areas, Standard Hours Post-TSA Screening Work Areas, Off-Hours Post-TSA Screening Areas, Emergency Work, and Reimbursables. Interviews and presentations are anticipated for the week of May 20 through June 2, 2026, with a Notice of Intent to Award expected in June 2026.
LAWA's RFP establishes mandatory Business Enterprise Program participation requirements of 25 percent Small Business Enterprise (SBE), 10 percent Local Business Enterprise (LBE), and 2 percent Local Small Business Enterprise (LSBE) participation calculated against the total contract amount, with SBE certifications accepted from the Federal SBA 8(a) program, California Department of General Services, CALTRANS, LA Metro, and various women's business organizations. No incumbent vendors or current contractors are identified in the procurement documentation, as this represents a new contracting opportunity to establish supplementary JOC services. Proposers must integrate with LAWA's established infrastructure and utilize the FOS Simplebid JOC software platform throughout the contract term for all task order pricing and estimation, with free training and support provided by FOS at LAWA's expense, and all annual updates to the Simplebid Unit Price Book will be provided by LAWA. The combined estimated contract value is $6,000,000 over a three-year initial term with the potential for contract renewals, although contract award does not guarantee any work assignments and services will only be performed upon LAWA's issuance of individual task orders. Award recipients must obtain Airport Operations Area (AOA) access and badging within 90 calendar days of contract award, maintain annual Performance and Payment bonds of $1,000,000 each, comply with California prevailing wage requirements, and adhere to all LAWA design standards, FAA and TSA regulations, and comprehensive construction safety, environmental, and operational requirements established in the supporting RFP exhibits and LAWA's Design and Construction Handbook.
