About this file
This document presents Special Conditions for Job Order Contracting (JOC) at Los Angeles World Airports (LAWA), modifying the standard General Conditions to reflect JOC-specific terminology and operational requirements. The contract covers supplementary construction and repair services at LAX and VNY with a combined estimated value of $6,000,000 over a three-year term. Work will be performed pursuant to individual Task Orders issued by LAWA, which may range from complete bid documents to partially defined scopes or general project needs. Contractors must possess valid California licenses in good standing with the California State Contractors Board, appropriate to the work scope. The order of precedence for contract document interpretation places Applicable Laws and Regulations first, followed by Permits, Executed Change Orders, the Contract Agreement, Special Conditions, General Conditions, Project Requirements, and supporting documentation. Task Order scope and pricing responsibilities fall entirely to the contractor, who must complete scoping and pricing in accordance with LAWA Technical Specifications.
Contractors operating at LAX must comply with extensive airport coordination requirements, including obtaining AOA (Air Operations Area) access credentials, restricted area driving passes, and badging from LAWA Airport Police. All vehicles operating on airport property must display company identification on both sides and pay monthly vehicle permit fees considered incidental to work costs. Vehicles extending above fifteen feet must have checkered flags and obstruction lighting per FAA standards. Security fencing work requires minimum three full-time badged security guards per gate or opening at contractor expense, with costs included in the bid and no separate payment made. Normal airport operational delays, including security badge processing and taxiway crossing delays, do not entitle contractors to time extensions; however, Engineer-ordered work suspensions due to weather or security issues provide non-compensatory time extensions for critical path work. Contractors must ensure Building Commissioning compliance with CALGreen Tier II standards and coordinate all start-up, testing, and training activities with subcontractors and suppliers.
