About this file
Summary
This is a Project Requirements document (Exhibit 6) for a Miscellaneous Construction Job Order Contracting (JOC) Request for Proposals issued by Los Angeles World Airports (LAWA) for facility repair, alteration, and minor new construction projects at Los Angeles International Airport (LAX) and Van Nuys Airport (VNY). The RFP seeks contractor services on an as-needed basis through Task Orders, with LAWA anticipating awarding contracts up to a combined estimated value of $6,000,000 over a three-year contract term. Work includes furnishing all labor, materials, supervision, tools, equipment, and services necessary to complete construction tasks as specified in individual Task Orders issued by LAWA. The scope encompasses multiple phases of work with phasing requirements and baseline schedules to be submitted and approved by LAWA prior to construction commencement. Contractors must obtain necessary badging, insurance, agency permits (Building Department, Department of Health, TSA, FAA-7460), and other administrative approvals before work begins.
Key requirements include comprehensive utility coordination and protection procedures, environmental mitigation measures (dust control, air quality management, water pollution prevention, NPDES compliance), safety compliance with LAWA's Airport Development Group Construction Safety Policy Guidelines and Cal OSHA standards, quality assurance and contractor quality control programs, project meetings and submittal procedures, and extensive closeout documentation including record drawings, technical manuals, warranties, and training. The contractor is responsible for all costs associated with permitting, insurance, mobilization, traffic control, haul routes, stockpile management, dewatering, recycling, and site restoration. Contract completion time is determined by individual Task Orders with potential liquidated damages for failure to meet phasing schedules. LAWA provides general inspection services at no additional cost but requires contractor-performed quality control inspections. Contractors must maintain compliance with federal, state, and local regulations and coordinate extensively with airport operations, utility providers, and regulatory agencies throughout the contract term.
