About this opportunity
San Mateo County's Department of Public Works is soliciting Job Order Contracts (JOC 2617 and JOC 2618) for painting services across county-owned facilities, seeking up to two qualified painting contractors. The procurement requires a Class C-33 licensed contractor with a staffed office within San Mateo County or within 55 miles of the County Center, and mandates a minimum of five years' continuous experience as a prime contractor on comparable projects valued between $100,000 and $1,000,000. Contractors must have completed at least three comparable projects and will be evaluated using an Award Criteria Figure that weights adjustment factors across six facility types and working hour categories. A mandatory pre-proposal conference is scheduled for November 5, 2025, at 10:00 am in Redwood City, with questions due by November 12, 2025, at 2:00 pm. Proposals are due December 10, 2025, at 2:00 pm via the eProcurement system, with bid opening at 2:15 pm the same day, and an anticipated contract award date of January 27, 2026.
The contract includes several set-aside and compliance requirements, including Equal Employment Opportunity Program submissions, anti-discrimination provisions, and adherence to San Mateo County ordinances regarding equal benefits and non-discrimination. Eligible contractors must submit extensive documentation, including a $25,000 bid bond, EEO questionnaires, workforce demographic reports, and certifications of compliance with various local and federal regulations. The contract will have a one-year term for each Job Order Contract, with a maximum aggregate fiscal obligation of $1,000,000 per agreement. Successful bidders must provide a $250,000 Performance Bond and a $250,000 Payment Bond, which increases to $1,000,000 each if aggregate Job Orders exceed the maximum contract value. Contractors will be required to pay a 1% JOC System License Fee to Gordian and must maintain comprehensive insurance coverage, including Workers' Compensation, General Liability, and Motor Vehicle Liability insurance.
Opportunity text
The Department of Public Works ("Department", "Owner", "DPW") is seeking Painting Contractors for Job Order Contracts (JOC). The anticipated services are to be performed within a designated area of the County. However, if the need arises, the Owner reserves the right to require the Contractor to work at any location or facility under the jurisdiction of the Owner. The work to be done consists, in general, of providing all labor, materials, tools, appurtenances, and equipment required as well as any other items and details not mentioned but required by the Contract Documents and as directed by the Director of Public Works or the Director's designee.
The target start date and term for the proposed services are subject to negotiation of a final agreement, through the completion of the projects. The Department intends to bring under contract up to two (2) contractors to provide services with an aggregate fiscal obligation not to exceed $1,000,000 for each agreement during a maximum individual term of one (1) year. Separate Job Orders-Notice to Proceed will be issued under each agreement, as warranted. The apparent lowest, responsive, and responsible bidder shall be selected for consideration for award of each JOC but will be excluded from consideration for each successive contract.
