About this file
This Award Criteria Figure document establishes the evaluation methodology for San Mateo County's Department of Public Works Job Order Contracts (JOC 2617 and JOC 2618) for painting services. The evaluation formula weights adjustment factors across six facility type and working hour categories: General Facilities Normal Working Hours (40%), General Facilities Other than Normal Working Hours (10%), Detention Facilities Normal Working Hours (15%), Detention Facilities Other than Normal Working Hours (10%), OSHPD Facilities Normal Working Hours (15%), and OSHPD Facilities Other than Normal Working Hours (10%). Bidders must submit adjustment factors for each category, which are multiplied by their respective percentages and summed to calculate the Award Criteria Figure used for contract award determination. A mandatory pre-proposal conference is scheduled for November 5, 2025, at 10:00 am in Redwood City, with questions due by November 12, 2025, at 2:00 pm. Proposals are due December 10, 2025, at 2:00 pm via the eProcurement system, with bid opening at 2:15 pm the same day and an anticipated contract award date of January 27, 2026. The contract provides for up to two contractors with a one-year term and a maximum aggregate fiscal obligation of $1,000,000 per agreement.
Eligible contractors must be Class C-33 licensed with a staffed office within San Mateo County or within 55 miles of the County Center, possess a minimum of five years' continuous experience as a prime contractor on comparable projects valued between $100,000 and $1,000,000, and have completed at least three comparable projects. Bidders must submit a $25,000 bid bond and extensive documentation including EEO questionnaires, workforce demographic reports, and certifications of compliance with local and federal regulations. Successful bidders will provide a $250,000 Performance Bond and $250,000 Payment Bond, increasing to $1,000,000 each if aggregate Job Orders exceed the maximum contract value. Contractors must pay a 1% JOC System License Fee to Gordian and maintain comprehensive insurance coverage including Workers' Compensation, General Liability, and Motor Vehicle Liability insurance. The contract includes Equal Employment Opportunity Program submissions and adherence to San Mateo County ordinances regarding equal benefits and non-discrimination.
