Job Order Contract for Painting – San Mateo County
This is a Job Order Contract (JOC) agreement template and related solicitation issued by San Mateo County's Department of Public Works for painting services across county-owned facilities. The County seeks to contract with up to two qualified painting contractors holding a Class C-33 license with a staffed office located within San Mateo County or within 55 miles of the County Center. Contractors must demonstrate a minimum of five years' continuous experience as prime contractors on comparable projects valued between $100,000 and $1,000,000, with completion of at least three comparable projects required. A mandatory pre-proposal conference is scheduled for November 5, 2025, at 10:00 am in Redwood City. Questions must be submitted by November 12, 2025, at 2:00 pm. Proposals are due December 10, 2025, at 2:00 pm via the eProcurement system, with bid opening occurring at 2:15 pm the same day. The anticipated contract award date is January 27, 2026. The contract term is one year, during which all Job Orders must be issued; however, the contract continues to cover Job Orders issued during that year until work completion.
The contract establishes a maximum aggregate fiscal obligation of $1,000,000 per agreement with no guaranteed minimum volume of work. Contractors must submit a $25,000 bid bond and will be required to provide $250,000 Performance and Payment Bonds each, escalating to $1,000,000 each if aggregate Job Orders exceed the maximum contract value. Compensation is based on unit prices from the Construction Task Catalog with adjustment factors applied across six facility types and normal versus non-normal working hours. Additional requirements include submission of Equal Employment Opportunity Program questionnaires, workforce demographic reports, and certifications of compliance with local and federal regulations, including San Mateo County ordinances regarding equal benefits and non-discrimination. Contractors must pay a 1% JOC System License Fee to Gordian and maintain comprehensive insurance coverage including Workers' Compensation, General Liability, and Motor Vehicle Liability. The apparent lowest, responsive, and responsible bidder for each contract will be selected, but excluded from consideration for successive contracts.
