About this file
This is an Equal Employment Opportunity Program Questionnaire for San Mateo County's Department of Public Works, required for bidders on Job Order Contracts (JOC 2617 and 2618) for painting services at county-owned facilities. The questionnaire must be completed in full by a company official and submitted with the bid. The Department is seeking up to two qualified painting contractors holding a Class C-33 license with a staffed office located within San Mateo County or within 55 miles of the County Center. Contractors must demonstrate a minimum of five years of continuous experience as a prime contractor on comparable projects valued between $100,000 and $1,000,000, with completion of at least three comparable projects. A mandatory pre-proposal conference is scheduled for November 5, 2025, at 10:00 am in Redwood City, with questions due by November 12, 2025, at 2:00 pm. Proposals are due December 10, 2025, at 2:00 pm via the eProcurement system, with bid opening at 2:15 pm the same day. The anticipated contract award date is January 27, 2026. Each Job Order Contract will have a one-year term with a maximum aggregate fiscal obligation of $1,000,000.
The questionnaire addresses the contractor's commitment to non-discriminatory employment practices in compliance with Executive Order 11246, Title VII of the Civil Rights Act of 1964, Section 503 of the Rehabilitation Act of 1973, the California Fair Employment Practices Act, and San Mateo County Ordinance Code Title 2, Chapter 2.50. Contractors must affirmatively answer questions regarding Equal Employment Opportunity policies, appointment of an EEO Officer, non-discriminatory advertising and recruitment practices, apprenticeship programs, collective bargaining agreements, and planned EEO initiatives for the project. Eligible contractors must submit a $25,000 bid bond with their proposal and, if selected, provide a $250,000 Performance Bond and $250,000 Payment Bond (increasing to $1,000,000 each if aggregate Job Orders exceed the maximum contract value). Contractors are required to pay a 1% JOC System License Fee to Gordian and maintain comprehensive insurance coverage including Workers' Compensation, General Liability, and Motor Vehicle Liability insurance. The apparent lowest, responsive, and responsible bidder will be selected for each JOC but will be excluded from consideration for each successive contract.
