About this file

This Anti-Trust Laws Questionnaire is a compliance document required by the State of California Attorney General's Office for bidders on Job Order Contracts (JOC 2617 and JOC 2618) for painting services at San Mateo County-owned facilities. The questionnaire must be completed in full and submitted with all bids. The related procurement seeks up to two qualified painting contractors with Class C-33 licensing and a minimum of five years' continuous experience as prime contractors on comparable projects valued between $100,000 and $1,000,000. A mandatory pre-proposal conference is scheduled for November 5, 2025, at 10:00 am in Redwood City, with questions due by November 12, 2025, at 2:00 pm. Proposals are due December 10, 2025, at 2:00 pm via the eProcurement system, with bid opening at 2:15 pm the same day. The anticipated contract award date is January 27, 2026, and each Job Order Contract will have a one-year term with a maximum aggregate fiscal obligation of $1,000,000 per agreement.

The questionnaire addresses anti-trust compliance by requiring bidders to disclose whether they used bid depository or registry services to obtain subcontractor bids, whether they obtained subcontractor bids through other sources, and whether they experienced any threats of boycotts or sanctions related to bid depositories. Successful bidders must submit a $25,000 bid bond, $250,000 Performance Bond, and $250,000 Payment Bond (increasing to $1,000,000 each if aggregate Job Orders exceed the maximum contract value). Additional compliance requirements include Equal Employment Opportunity Program submissions, workforce demographic reports, certifications of compliance with local and federal regulations, comprehensive insurance coverage, and payment of a 1% JOC System License Fee to Gordian. The apparent lowest, responsive, and responsible bidder will be selected for each contract but excluded from consideration for successive contracts.
