Technical Specifications for Job Order Contract Painting Services

This document comprises the technical specifications for painting and related finishes work under Job Order Contracts (JOC 2617 and JOC 2618) for the County of San Mateo Department of Public Works. The specifications cover a comprehensive range of finishes work across CSI Divisions 01-09, including general requirements, existing conditions remediation, and finish applications. The work encompasses exterior and interior painting, staining, transparent finishing, high-performance coatings, elastomeric coatings, cementitious coatings, gypsum board and plaster systems, ceramic tiling, flooring systems including terrazzo and carpet, and ceiling systems including acoustical, metal pan, and security assemblies. The Department intends to contract with up to two painting contractors with an aggregate fiscal obligation not to exceed $1,000,000 per agreement during a maximum individual term of one year, with separate Job Orders-Notice to Proceed issued as needed. Work may be performed within a designated County area, though the Owner reserves the right to require work at any location under County jurisdiction.

The specifications establish detailed performance requirements, product standards, and execution procedures for all finishes work, including compliance with California Department of Public Health volatile organic compound (VOC) emissions standards and low-emitting materials requirements. Materials must comply with ASTM standards where applicable, and sustainable design requirements include recycled content documentation, environmental product declarations, and health product declarations for specified products. The specifications require mockups, product samples, shop drawings, and field quality control testing prior to and during installation. Warranty periods for materials and labor are specified for various finish systems, typically ranging from two to ten years depending on the application. The apparent lowest, responsive, and responsible bidder shall be selected for each contract award, with the selected bidder excluded from consideration for successive contracts.

1.5 COORDINATION DRAWINGS

A. Coordination Drawings, General: Prepare coordination drawings according to requirements in individual Sections, and additionally where installation is not completely indicated on Shop Drawings, where limited space availability necessitates coordination, or if coordination is required to facilitate integration of products and materials fabricated or installed by more than one entity.

1. Content: Project-specific information, drawn accurately to a scale large enough to indicate and resolve conflicts. Do not base coordination drawings on standard printed data. Include the following information, as applicable:

a. Use applicable Drawings as a basis for preparation of coordination drawings. Prepare sections, elevations, and details as needed to describe relationship of various systems and components.

b. Coordinate the addition of trade-specific information to coordination drawings[ by multiple contractors] in a sequence that best provides for coordination of the information and resolution of conflicts between installed components before submitting for review.

c. Indicate functional and spatial relationships of components of architectural, structural, civil, mechanical, and electrical systems.

d. Indicate space requirements for routine maintenance and for anticipated replacement of components during the life of the installation.

e. Show location and size of access doors required for access to concealed dampers, valves, and other controls.
