About this opportunity

Jackson County, Georgia is seeking an Infrastructure Construction Project Management Service Provider through a Request for Proposals (RFP #260099) to support the county's Capital Program. The procurement will cover three primary service areas: Construction Engineering & Inspection, Land Acquisition, and Environmental Investigation & Permitting. Potential projects include school safety improvements, road and bridge upgrades, intersection enhancements, transportation planning, sidewalk improvements, and roadway rehabilitation. Qualified firms must be Georgia DOT prequalified and will be evaluated on two key components: a technical evaluation (75 points) and a fee evaluation (20 points). The technical evaluation will assess key personnel qualifications (25 points), firm experience (25 points), understanding of scope of work (25 points), and references (5 points). Proposals are due by 10:00 AM EST on January 27, 2026, with all questions required to be submitted in writing by 5:00 PM EST on January 16, 2026, to Kenneth Morris, Purchasing Manager.

The contract allows for potential awards to one or multiple firms and may restrict awards to specific service areas. Contractors must provide comprehensive insurance coverage, including workers' compensation at statutory limits, commercial general liability of $1,000,000 per occurrence, and automobile liability of $1,000,000 combined single limit. Respondents must comply with the Georgia Security and Immigration Compliance Act and utilize E-Verify for employee authorization. The initial contract term is one year with up to six additional one-year renewal options, creating a potential maximum seven-year contract period. Funding is contingent upon annual appropriation by the Jackson County Board of Commissioners and tied to the Jackson County Transportation Special Purpose Local Option Sales Tax (SPLOST). Proposals must be submitted in five copies: one unbound original, three bound copies, and one electronic copy, with a separate sealed envelope containing hourly billing rates. While no specific budget range is mentioned, the county will provide limited office space, equipment, and administrative support if requested, and all work and documentation will become the property of Jackson County.
