About this opportunity
The City of St. Marys, Georgia, located in Camden County, is issuing an Invitation to Bid (ITB) for the St. Marys FY 2025 LMIG Project, a road resurfacing and improvement initiative funded through the Local Maintenance and Improvement Grants (LMIG) program. The project encompasses milling, leveling, resurfacing, and striping improvements on Mission Trace Drive from Colerain Road to Kings Bay Road, totaling 0.92 miles of roadway with 0.577 miles of actual construction work. Specific deliverables include recycled asphaltic concrete leveling (40 tons), recycled asphaltic concrete 9.5mm Superpave overlay (1,050 tons), milling of existing pavement (10,570 square yards), thermoplastic striping for double-yellow centerlines (0.82 linear miles) and stop bars (24 linear feet), bituminous tack coat (1,015 gallons), and lump-sum traffic control. The contract term is 120 consecutive calendar days from the Notice to Proceed, with work commencing within 10 days of that notice. A mandatory pre-bid meeting is scheduled for January 6, 2026, at 10:00 AM EST, with sealed bids due January 20, 2026, at 2:30 PM EST at the City of St. Marys Finance Department, 418 Osborne Street. Bidders must submit one original and two copies of their bid in person; faxed and email submissions are not accepted. The contractor must provide a bid bond equal to 5% of the total bid amount, complete Immigration and Security Forms, and submit City Public Benefit Application Affidavits. Upon selection, the contractor must furnish performance and payment bonds each equal to 100% of the contract amount from surety companies authorized to conduct business in Georgia, maintain Commercial General Liability insurance of $1,000,000 per occurrence, Commercial Automobile Liability of $1,000,000 per occurrence, and Workers' Compensation coverage with Employers' Liability limits of $1,000,000 per accident as required by Georgia law. Liquidated damages are assessed at $200 per day for work not completed within the contract period.
The ITB does not specify set-aside designations or restrictions limiting responses to particular enterprise categories, such as disadvantaged, minority-owned, women-owned, or veteran-owned businesses. No incumbent vendors or current contractors are identified in the procurement documents. The project is subject to compliance with Title VI of the Civil Rights Act of 1964 and federally assisted nondiscrimination requirements. No specific budget or award value range is provided in the available procurement documentation; bidders will submit their proposed contract amounts as part of the sealed bid process. The City of St. Marys reserves the right to reject any or all bids, waive informalities, and re-advertise if necessary. Questions regarding the project should be directed in writing to Public Works Engineer Chris Amos at camos@stmarysga.gov or to Finance Department staff at slee@stmarysga.edu.
