About this opportunity

Hillsborough County Board of County Commissioners is requesting competitive sealed proposals for ongoing and as-needed insurance consulting and brokerage services for a five-year period, with proposals due July 24, 2026 and a pre-proposal conference scheduled virtually on June 25, 2026. The estimated contract value is $1,000,000.00.

Bonus points of up to five are available for Small Business Enterprise participation; proposers committing to at least 10% SBE subcontracting of ultimate fees received are eligible. No mandatory SBE set-aside is stated.

The scope encompasses program design and risk strategy, marketing and market engagement, insurance procurement and placement, policy administration, claims management and advocacy, data analytics and Risk Management Information Systems support, and risk management consulting services. The County maintains approximately $2.6 billion in total insured values across utility and non-utility assets with significant catastrophe exposure due to its Florida coastal location. Contractors must hold Florida insurance licenses (2-20 General Lines, 2-15 Life/Health/Variable Annuities, and 1-20 Surplus Lines) and demonstrate documented experience managing complex insurance programs with Total Insured Values exceeding one billion dollars. Key personnel including the Lead Account Manager and Contract Manager must hold professional accreditations (CPCU, AAI, CIC, or ARM) at proposal submission and throughout contract execution.

Pricing uses two tables: one for Property and Casualty annual flat fees and one for Builders Risk as a commission-rate percentage. The County offers Traditional Payment (annual flat fee) or Alternate Payment (commissions capped at the annual fee with County covering shortfalls). No contingent commissions, profit-sharing, or enhanced commissions are permitted for Property and Casualty; negotiated commissions on National Flood Insurance Program and Builders Risk placements are permitted separately.

Evaluation criteria are understanding of scope and objectives (50 points), organizational and staff qualifications (30 points), and cost proposal (20 points), totaling 100 base points plus five SBE bonus points for a possible 105-point score. A Cone of Silence prohibits proposer communication with County employees and Board members regarding the procurement. Mandatory compliance documents include Drug-Free Workplace Certification, Affidavit of Compliance denying business with foreign countries of concern, Substitute W-9, Direct Deposit Authorization, and Business Associate Agreement addressing Protected Health Information handling under HIPAA. Contractors must maintain Commercial General Liability ($1,000,000 per occurrence), Professional Liability, and other specified coverage from A.M. Best-rated carriers (A- Class 7 or better).
