About this opportunity
Rockland County's Department of General Services - Purchasing Division issued RFP-RC-2026-015 to establish a Qualified Suppliers List (QSL) of qualified insurance brokers to provide comprehensive insurance brokerage services. The County seeks brokers to provide insurance placement and servicing, risk exposure analysis, general advice, claims assistance, and quarterly claims reporting for county exposures including property and casualty insurance for the County, all boards, districts, departments, Rockland Community College, Sheriff and Corrections, Fire and Emergency Services, and aircraft and watercraft. A virtual pre-proposal meeting will be held on May 12, 2026, at 10:00 a.m. via Microsoft Teams, with a deadline for written questions on May 15, 2026, at 4:00 p.m. The RFP closing date is June 4, 2026, at 3:00 p.m. local time, with submissions required through the Bonfire Portal. The resulting contract will be for three years with two optional one-year renewal periods, with potential price adjustments limited to the applicable CPI Index percentage increase on yearly anniversary dates after the initial contract period. Evaluation criteria are weighted as follows: demonstrated expertise and risk management approach (250 points), technical capability and market relationships (250 points), staff qualifications (150 points), performance references (150 points), and cost (200 points). Qualified brokers must maintain an office in New York's Metropolitan/lower Hudson Valley service area, possess current New York State licensure and authorization, provide Professional Liability Insurance with limits of $1,000,000 per occurrence/$3,000,000 aggregate, provide minimum three current and two past project references, submit professional staff resumes, and demonstrate financial stability.
There are no stated set-aside designations or restrictions limiting participation to disadvantaged enterprises. The County has identified five current incumbent brokers of record: Acrisure LLC, Sterling Risk, The Reis Group Insurance Agency, Brown & Brown, and Haylor, Freyer and Coon. Compensation is structured on a commission-only basis, with insurance company commissions serving as the sole compensation for the successful broker, with no additional fees charged without prior written County consent. The County maintains a comprehensive insurance portfolio with a total premium expenditure of approximately $2.4 million annually, excluding Workers Compensation, with coverage through multiple carriers including FM Affiliated for property insurance ($541,369), Safety National for commercial general liability, Allied World and QBE for umbrella and excess coverage, Travelers for crime coverage, and Greenwich for cyber liability. The County has historically used self-insured retentions for over 35 years and utilizes third-party administrators for claims handling, with approximately 125 liability and 125 workers compensation claims annually and 100 open claims in each category. All proposals must be accompanied by Statement of Required Disclosures, Representations and Certifications notarized and submitted with the bid package, including affidavits of non-collusion, political contribution disclosures, supplier responsibility statements, affirmative action plan certifications, and proof of valid New York State Workers' Compensation and Disability Certificates or Attestation of Exemption.
